EXECUTIVE ORDER NO. 135 November 6, 1993
PROVIDING FOR THE ESTABLISHMENT OF A WELL-COORDINATED LOCAL LEVEL STATISTICAL SYSTEM
WHEREAS, the reliability, credibility, and comparability of data have significant bearing on policy and decision-making of the National Government and Local Government Units;
WHEREAS, the Philippine Statistical System (PSS) as defined in Executive Order No. 121, series of 1987, consist of a policy-making and coordinating body, a statistical research and training center, a general purpose statistical agency, and all departments, bureaus, offices, agencies, and instrumentalities of the national and local governments and all government-owned and controlled corporations and their subsidiaries that are engaged in statistical activities either as their primary function or as part of their administrative and regulatory functions;
WHEREAS, the coverage of the PSS cuts across all geographic subdivision in order to ensure the proper determination of the over-all picture of the country;
WHEREAS, a new Local Government Code was signed into law on October 10, 1991;

Summary of Executive Order No. 135
Establishment of a Well-Coordinated Local Level Statistical System
- A well-coordinated statistical system at the local level shall be established that is: (1) responsive to planning and monitoring requirements at the local level, and (2) capable of producing statistics that can be integrated and harmonized with national level statistics. (Sec. 1)
Overall Coordination of Statistical Matters
- The National Statistical Coordination Board (NSCB) shall remain as the central policy-making and coordinating body on all statistical matters at the national and local levels. (Sec. 2a)
- In each region, the Regional Statistical Coordination Committee (RSCC) shall serve as the link between the NSCB and the local government units (LGUs) on statistical matters. (Sec. 2b)
- The RSCCs are given authority to act on statistical matters concerning their region, province, city, municipality, and barangay. (Sec. 2c)
- Statistical coordination mechanisms to be implemented by the NSCB at the local levels: (Sec. 2d)
1. Preparation and Review of Statistical Calendar: Provinces and cities shall submit a Five-Year Statistical Calendar to NSCB through RSCCs for review and approval, indicating statistical activities, objectives, data to be generated, and expected time lag. (Sec. 2d1)
2. Statistical Survey Review and Clearance System: LGUs shall submit survey design and forms/questionnaires to NSCB through RSCCs at least 90 days before field operations for review and clearance. (Sec. 2d2)
3. Review of Data Quality: RSCCs shall regularly review the accuracy, consistency, and timeliness of data generated by LGUs. (Sec. 2d3)
Production of Local-level Statistics
- The National Statistical Office (NSO) shall provide statistics required for local-level planning at the lowest disaggregation, when feasible and budget permits. (Sec. 3a)
- LGUs shall continue generating provincial, city, municipal, and barangay statistics as by-products of administrative reporting systems for devolved basic services. (Sec. 3b)
- The NSCB shall designate which statistics are to be generated by national agencies, LGUs, or jointly. (Sec. 3c)
- If specific data required by LGUs cannot be made available from existing national statistical activities, the LGUs shall generate such statistics in coordination with RSCCs. (Sec. 3d)
Consolidation of Data Produced by LGUs
- The NSCB, through RSCCs, shall formulate statistical concepts, definitions, techniques, and methodologies to ensure accuracy, consistency, and comparability of statistics among LGUs. (Sec. 4a)
- A national agency designated by the NSCB shall consolidate local data that can be used to arrive at regional or national figures, after being reviewed by RSCCs. (Sec. 4b)
- The NSCB shall designate the agency/body that will maintain the one-stop-shop Data Base in each region, accessible to all LGUs. LGUs are also enjoined to establish their own data bases. (Sec. 4c)
Provision of Technical Assistance
- The NSCB may deputize statistical personnel from its own or other agencies to render technical assistance to LGUs, with LGUs shouldering the payment of statistical service fee. (Sec. 5a)
- LGUs may also be requested to provide assistance to national government agencies in gathering data of national concern, with national agencies providing additional emoluments to LGU personnel. (Sec. 5b)
- The NSCB, Statistical Research and Training Center (SRTC), and Local Government Academy (LGA) shall prepare and implement a statistical manpower development program for LGUs. (Sec. 5c)
Guidelines on Issuance of Certification of Population Sizes
- The NSO shall issue certification on data it has collected, processed, or estimated. (Sec. 6a)
- For census years, certification will be based on actual population census counts; for intercensal years, certification will be based on official demographic projections or estimates by the NSCB. (Sec. 6b, 6c)
- Certification of population census counts will be as of the census reference date, while intercensal estimates will be as of middle of every year. (Sec. 6c)
- Certification of population size based on projections may specify the range within which the true count is likely to fall. (Sec. 6d)
- The smallest geographic area for certification of population size will be the barangay for census counts, and the city or municipality for intercensal estimates. (Sec. 6e)
- Certifications based on published census results shall be issued by Provincial or Regional Census Officers, while certifications based on projections or estimates shall be issued by the NSO Administrator or designated certifying officer. (Sec. 6f)
Transitory Provisions
- National agencies shall continue administering the gathering and processing of necessary local statistics on devolved basic services until the end of CY 1992, utilizing personnel absorbed by LGUs from these agencies. Thereafter, the generation of these statistics shall be made by the LGUs. (Sec. 7)
Implementation
- The NSCB, together with concerned national line agencies, shall conduct necessary orientation trainings/seminars for LGUs, with costs coming from the information campaign funds of the Local Government Academy. (Sec. 8)
- The NSCB and RSCCs shall ensure adequate and efficient implementation of the provisions. (Sec. 9)
- The NSCB is authorized to provide amendments to these guidelines. (Sec. 10)
- If any part of this Executive Order is held unconstitutional or invalid, other unaffected parts shall remain in full force and effect. (Sec. 11)
- This Executive Order shall take effect immediately. (Sec. 12)
