PROVIDING FOR THE IMPLEMENTING RULES AND REGULATIONS GOVERNING THE DEVOLUTION OF CERTAIN POWERS AND FUNCTIONS OF THE NATIONAL MEAT INSPECTION COMMISSION TO THE LOCAL GOVERNMENT UNITS PURSUANT TO REPUBLIC ACT NO. 7160, OTHERWISE GOVERNMENT CODE OF 1991
WHEREAS, Section 17 of Republic Act No. 7160 provides for the establishment and operation of public slaughterhouses as one of the basic services and facilities to be undertaken by cities and municipalities;
WHEREAS, Section 447(a) (3) (vii) and (5) (ii), (iv) and similar paragraphs of Section 58 of Republic Act No. 7160 provided that the sangguniang bayan and sangguniang panlungsod shall enact ordinances that shall regulate the sale of meat, fish, vegetables, fruits, fresh dairy products, and other foodstuff for human consumption; establish or regulate the construction and operation of public markets, slaughterhouses or animal corrals; or grant a franchise to any person to establish and operate the same as may be allowed by existing laws; and to levy, assess, collect taxes, fees, and charges as may be...

Summary of Executive Order No. 137
Construction, Improvement, Expansion, and Operation of Slaughterhouses (Sec. 1):
- Cities/municipalities shall establish and operate public slaughterhouses, grant franchises, or authorize private slaughterhouses. (Sec. 1a)
- Provinces shall ensure compliance with standards, provide technical supervision, and review ordinances related to slaughterhouses. (Sec. 1b)
- The National Meat Inspection Commission (NMIC) shall formulate policies, guidelines, and standards for slaughterhouses and recommend sanctions for non-compliance. (Sec. 1c)
Classification and Accreditation of Slaughterhouses (Sec. 2):
- The NMIC shall classify and accredit slaughterhouses based on facilities and procedures:
- "AAA": Suitable for any domestic or international market.
- "AA": Suitable for any domestic or international market.
- "A": Suitable for distribution and sale within the city/municipality.
Meat Inspection (Sec. 3):
- The NMIC shall formulate policies, guidelines, and standards for meat inspection, import/export, and provide technical supervision and laboratory support. (Sec. 3a)
- Provincial governments shall regulate meat flow within the province, supervise "AA" slaughterhouses for inter-local distribution, and certify fitness for consumption. (Sec. 3b)
- Cities/municipalities shall regulate meat preparation and sale, supervise "A" and "AA" slaughterhouses for local distribution, conduct meat inspection, and certify fitness for local consumption. (Sec. 3c)
Meat Transport and Post-Abattoir Control (Sec. 4):
- Only accredited transport vehicles shall be used for meat delivery, with meat from accredited slaughterhouses and inspected by the controlling authority. (Sec. 4a, 4b)
- Post-abattoir control shall be exercised by the concerned LGU/NGA, and task forces may be organized. (Sec. 4c)
- Additional inspections may be conducted by city, provincial, or NMIC veterinarians. (Sec. 4d)
- Licensing and registration of butchers, vendors, and meat stalls/shops shall be done by cities/municipalities. (Sec. 4e)
- The NMIC and LGUs shall control meat movement from disease-endemic areas to free zones. (Sec. 4f)
Monitoring and Evaluation (Sec. 5):
- The NMIC, in coordination with LGUs, shall monitor, conduct field inspections, and require periodic and special reports.
Training and Information (Sec. 6):
- The NMIC shall design training programs, train local personnel, and provide information access to LGUs, operators, and workers. (Sec. 6a)
- Personnel involved in meat inspection must undergo NMIC training and accreditation. (Sec. 6b)
- Workers inside slaughterhouses must receive proper training and licensing. (Sec. 6c)
Fees and Charges (Sec. 7):
- LGUs may impose fees and charges related to meat inspection in accordance with the Local Government Code. (Sec. 7a)
- 25% of veterinary inspection fees collected by cities/municipalities in "AAA" slaughterhouses shall be remitted quarterly to the NMIC, while "AA" fees shall accrue to the supervising authority. (Sec. 7b)
