EXECUTIVE ORDER NO. 526 February 23, 1979
PROVIDING FOR THE RATIONALIZATION OF GOVERNMENT COMPUTER SERVICES
WHEREAS, there is a need to rationalize the existing computer services in the government to eliminate wasteful duplication and proliferation;
WHEREAS, Presidential Decree No. 1480 directs the National Computer Center to develop and implement a nationwide government program that will optimize the utilization of computer technology and facilities;
WHEREAS, the President has continuing authority under Presidential Decree No. 1416 to reorganize the administrative structure of the National Government;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, and pursuant to Presidential Decree No. 1416, do hereby order the following:
1. Pending the formulation of a Master Plan for government computer systems by the National Computer Center, the following guidelines shall be adopted:
a. The existing computer equipment of each ministry, including bureaus, offices and attached government-owned and/or controlled corporations, shall be made available to all entities within the ministry.

Rationalization of Government Computer Services
- To eliminate wasteful duplication and proliferation of computer services in the government. (Whereas clauses)
Guidelines for Computer Services Utilization (Section 1)
- Existing computer equipment of each ministry, bureaus, offices, and government corporations shall be made available within the ministry. (1a)
- Excess computer capacity shall be made available to other ministries and agencies. (1b)
- If computer system within a ministry is inadequate, facilities of other ministries or agencies may be availed. (1c)
- Acquisition of new computers and/or data entry equipment shall not be authorized. (1d)
Master Plan for Government Computer Services (Section 2)
- National Computer Center shall develop a Master Plan to optimize utilization of equipment and manpower.
Inter-Agency Committee (Section 3)
- Created to assist National Computer Center in:
- Developing annual and long-range computer development program. (3a)
- Formulating policies and standards. (3b)
- Evaluating computer systems requirements of government agencies. (3c)
- Headed by Managing Director of National Computer Center as Chairman.
- Head of Technology Resource Center as Vice-Chairman.
- Members include representatives from NEDA, Ministry of the Budget, and ministries/agencies with computer capacity of at least 300,000 bytes.
Focus of National Computer Center (Section 4)
- Main thrust shall be coordination of agency computer services rather than providing services directly.
EDP Training Programs (Section 5)
- National Computer Center shall accelerate EDP training programs to develop technical expertise among agencies with computer facilities.
Repealing Clause (Section 6)
- Any inconsistent decree, law, order, rule or regulation is repealed, amended or modified accordingly.
