Summary of Presidential Decree No. 1542

Declaration of Policy (Section 1)
- The State shall regulate and provide for the registration and licensing of dental prosthetic laboratories.

Expansion of Division of Standards, Bureau of Dental Health Services (Section 2)
- The Division of Standards, Bureau of Dental Health Services, Department of Health, shall be expanded to accommodate positions necessary for regulating, registering, and licensing dental prosthetic laboratories.

Powers and Functions of the Division of Standards (Section 3)
- Formulate rules, regulations, and standard requirements for dental prosthetic laboratories, approved by the Secretary of Health, to protect public health. (Section 3(1))
- Require registration and licensure of existing dental prosthetic laboratories within six (6) months from the effectivity of this Decree. (Section 3(2))
- Undertake supervision and inspection of dental prosthetic laboratories for compliance with issued rules, regulations, and standards. (Section 3(3))
- Collect, analyze, and disseminate information regarding the conduct of these dental laboratories. (Section 3(4))
- Maintain a registry of licensed dental prosthetic laboratories and laboratory technicians. (Section 3(5))

Definitions (Section 4)
- Prosthetic: The replacement of an absent part of the human body by an artificial part.
- Dental Prosthesis: An artificial replacement of one or more teeth and/or associated structures, either removable or fixed.
- Dental Prosthetic Laboratory Technician: A person who performs dental prosthetic procedures upon the prescription and supervision of a licensed dentist, not requiring the patient's presence.
- Dental Prosthetic Laboratory: Any person or part of a dental clinic or establishment engaged in the construction of dental prosthesis.

Relations with Other Entities (Section 5)
- The Division of Standards shall cooperate with government and private dental schools for training dental laboratory technicians and other government entities and international organizations involved in activities related to dental prosthetic laboratories.

Penal Provision (Section 6)
- Any person who violates any provision of this Decree or its implementing rules and regulations shall be punished by imprisonment of not less than one month and not more than one year, or by a fine of not less than TWO HUNDRED PESOS, or both, at the court's discretion.

Funds and Resources (Section 7)
- One hundred thousand pesos (P100,000.00) is authorized to be appropriated to support the activities authorized in this Decree.

Repealing Clause (Section 8)
- Any provision of laws, decrees, orders, rules, and regulations inconsistent with this Decree are hereby repealed, modified, or amended accordingly.

Effectivity Clause (Section 9)
- This Decree shall take effect immediately.
