EXECUTIVE ORDER NO. 240 July 24, 1987
PROVIDING FOR THE REORGANIZATION OF THE OFFICE OF THE VICE-PRESIDENT AND FOR OTHER PURPOSES
WHEREAS, the Vice-President of the Philippines in the second highest national official duly elected by the Filipino people;
WHEREAS, the 1987 Constitution defines and specifies the instances or events when the Vice-President may assume and discharge the powers and responsibilities of the President;
WHEREAS, cognizant of the important role in our government, the Vice President must be accorded an opportunity to reorganize his office consistent with the policy of promoting economy and efficiency in government service;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, do hereby order:
Sec. 1. Reorganization. There shall be a total reorganization of the Office of the Vice-President: Provided, That the reorganization be done within the appropriations of the Office of the Vice-President; and, Provided, further, That the reorganization be done in coordination with the Department of Budget and Management.

Executive Order No. 240
Reorganization of the Office of the Vice-President
- Provides for the total reorganization of the Office of the Vice-President (Section 1)
• Reorganization must be done within the appropriations of the Office of the Vice-President
• Reorganization must be done in coordination with the Department of Budget and Management
New Pattern and Structure (Section 2)
• Upon effectivity, staff shall continue to perform duties in a hold-over capacity
• New position structure and staffing pattern shall be approved by the Vice-President within 120 days
• Authorized positions shall be filled with regular appointments by the Vice-President
• Chief of staff and assistant chief(s) of staff shall be appointed by the President upon recommendation of the Vice-President
• Chief of staff shall have rank, salary, allowance, emoluments and privileges of a cabinet undersecretary
• Assistant chief(s) of staff shall have rank, salary, allowance, emoluments and privileges of an assistant secretary
• Chief of staff and assistant chief(s) of staff shall hold office at the pleasure of the Vice-President
Separation from the Service (Section 3)
• Incumbent officials and employees not reappointed shall be deemed separated from service
• Separated personnel shall receive retirement benefits under existing laws, rules and regulations
• If not entitled to retirement benefits, they shall be paid the equivalent of one-month basic salary for every year of service or the nearest fraction thereof, based on the highest salary received, but not exceeding the equivalent of twelve (12) months salary
Funding (Section 4)
• Funds needed shall be taken from funds available in the Office of the Vice-President
Repealing Clause (Section 5)
• All laws, orders, issuances, rules and regulations inconsistent with this Executive Order are repealed or modified accordingly
Effectivity (Section 6)
• This Executive Order shall take effect immediately
