• The time limit for filing appeals from decisions of the Auditor General is amended to be within thirty days from the date on which a copy of the decision appealed from is received by the party presenting the appeal. (Section 1)
- Change in Bureau Name
• The Bureau of Insular Affairs is renamed to the Division of Territories and Island Possessions. (Section 4)
- Change in Secretary's Title
• The Secretary of War is renamed to the Secretary of the Interior. (Sections 4 and 5)

PUBLISHING EXECUTIVE ORDER NO. 8445 OF THE PRESIDENT OF THE UNITED STATES, DATED JUNE 15, 1940, AMENDING EXECUTIVE ORDER NO. 8135 OF MAY 15, 1939, RELATING TO APPEALS FROM DECISIONS OF THE AUDITOR GENERAL OF THE PHILIPPINES TO THE PRESIDENT OF THE UNITED STATES.
Whereas the President of the United States issued or June 15, 1940, the following Executive Order No. 8445, amending Executive Order No. 8135 of May 15, 1939, relating to appeals from decisions of the Auditor General of the Philippines to the President of the United States:
"By virtue of the authority vested in me by section 7 (4) of the act of March 24, 1934, 48 Stat. 456, 461 (U. S. C, title 48, sec 1237), and as President of the United States, Executive Order No. 8135 of May 15, 1939, governing appeals from decisions of the Auditor General of the Philippines to the President of the United States, is hereby amended (1) by substituting for the words within thirty...
