- Filing Requirements for Transfer of Title Declaration:
• Shippers must file the sworn declaration required by Section 2(c) with the Collector of Port before exportation. [Section 2(5)]
• Vessels may be cleared if the Collector is satisfied with the transfer of title, even if declarations are not filed. [Section 2(5)]
• Failures to file declarations shall be referred to the U.S. Attorney. [Section 2(5)]
- Travel Regulations for Dual Nationals:
• Individuals with U.S. and foreign nationality, habitually residing in the foreign state, may travel on belligerent vessels across specified waters using the foreign passport without U.S. endorsement, understanding they will seek protection from the foreign state. [Section 3]

PUBLISHING REGULATIONS ISSUED BY THE SECRETARY OF STATE OF THE UNITED STATES ON NOVEMBER 10 AND 25, 1939, UNDER SECTION 2 (c) AND (i) OF THE JOINT RESOLUTION OF CONGRESS APPROVED NOVEMBER 4, 1939, AND DEPARTMENTAL ORDER NO. 831.
Whereas the Secretary of State of the United States did on November 10 and 25, 1939, issue the following regulations:

1. "REGULATIONS UNDER SECTION 2 (c) AND (i) OF THE JOINT RESOLUTION OF CONGRESS APPROVED NOVEMBER 4, 1939.
