PUBLISHING THE NEUTRALITY PROCLAMATION OF THE PRESIDENT OF THE UNITED STATES, DATED SEPTEMBER 5, 1939
Whereas the President of the United States did, on the fifth day of September, nineteen hundred and thirty-nine, issue the following proclamation:
"BY THE PRESIDENT OF THE UNITED STATES OF AMERICA
"A PROCLAMATION
"Whereas a state of war unhappily exists between Germany and France; Poland; and the United Kingdom, India, Australia, and New Zealand;
"And whereas the United States is on terms of friendship and amity with the contending powers, and with the persons inhabiting their several dominions;
"And whereas there are nationals of the United States residing within the territories of dominions of each of the said belligerents and carrying on commerce, trade, or other business or pursuits therein;
"And whereas there are nationals of each of the said belligerents residing within the territory or jurisdiction of the United States and carrying on commerce, trade, or other business or pursuits therein;

Provisions Regarding Prohibited Acts:
- Accepting commission or enlisting in service of a belligerent nation (Sections 1-7)
- Fitting out, arming, or augmenting ships for belligerent use (Sections 8-10)
- Participating in military expeditions against belligerents (Section 11)
- Dispatching vessels to supply belligerent warships (Sections 12-14)
- Conspiring to violate neutrality laws (Section 15)
- Interned persons leaving internment without permission (Sections 16-17)
Provisions Regarding Use of U.S. Territorial Waters:
- Belligerent vessels cannot use U.S. waters for hostile operations or observation (Section 18)
