PURSUING OUR SOCIAL CONTRACT WITH THE FILIPINO PEOPLE THROUGH THE REORGANIZATION OF THE CABINET CLUSTERS
WHEREAS, the Preamble of the 1987 Philippine Constitution articulates the aspiration of the sovereign Filipino people to build a just and humane society, and establish a Government that shall embody our ideals and aspirations, promote the common good, conserve and develop our patrimony, and secure to ourselves and our posterity, the blessings of independence and democracy under the rule of law and a regime of truth, justice, freedom, love, equality, and peace;
WHEREAS, the aspirations in the Preamble are embodied in the President’s Social Contract with the Filipino People, a sixteen-point agenda that lays down the vision of government in the different priority areas of development;
WHEREAS, the Philippine Development Plan (PDP) 2011-2016 is the government’s blueprint that defines the strategies and programs that will translate the Social Contract into efficient, effective, and responsive actions that are achievable within the term of office of the President;

Pursuing Our Social Contract With The Filipino People Through The Reorganization Of The Cabinet Clusters
Executive Order No. 43
Summary of Executive Order No. 43
Defining the Vision (Section 1):
- A country with a sense of right and wrong, led by exemplary leaders.
- Organized and shared rapid economic expansion through mobilizing people's skills, energies, and responsible use of natural resources.
- Belief that doing the right thing translates into economic value.
- Public institutions rebuilt on societal solidarity and communities.
Key Result Areas of the Social Contract (Section 2):
- Transparent, accountable, and participatory governance.
- Poverty reduction and empowerment of the poor and vulnerable.
- Rapid, inclusive, and sustained economic growth.
- Just and lasting peace and the rule of law.
- Integrity of the environment and climate change adaptation and mitigation.
Organizing the Cabinet Clusters (Section 3):
- Five Cabinet Clusters: (a) Good Governance and Anti-Corruption, (b) Human Development and Poverty Reduction, (c) Economic Development, (d) Security, Justice and Peace, and (e) Climate Change Adaptation and Mitigation.
Functions of the Cabinet Clusters (Section 4):
- Direct efforts towards realizing the Social Contract and its five key result areas.
- Set concrete and measurable targets per program/project annually until 2016.
- Assess accomplishment of targets in partnership with private sector and civil society.
- Evaluate attainment of milestones towards intended outcomes.
- Undertake measures to fast-track program/project implementation.
- Submit regular reports on actual results to the Presidential Management Staff.
- Recommend measures on policy and operational matters to the Office of the President.
Good Governance and Anti-Corruption Cluster (Section 6):
- Goals:
- Upholding transparency and combating graft and corruption. (Section 6a)
- Strengthening capacity of institutions to link budgets with performance outcomes and enabling public monitoring. (Section 6b)
- A professional, motivated, and energized bureaucracy. (Section 6c)
- Improving public sector asset and resource management and revenue performance. (Section 6d)
- Establishing an improved policy and regulatory environment to reduce cost of doing business and improve competition. (Section 6e)
- Composition: Chair (The President), Members (Secretaries of DBM, DOF, DILG, DOJ, DTI, Head of PLLO, Chief Presidential Legal Counsel), Secretariat (DBM).
Human Development and Poverty Reduction Cluster (Section 7):
- Goals:
- Making education central to investing in people, reducing poverty, and building competitiveness. (Section 7a)
- Advancing and protecting public health. (Section 7b)
- Building capacities and creating opportunities among the poor and marginalized. (Section 7c)
- Increasing social protection and engaging communities in development. (Section 7d)
- Promoting equal gender opportunities in public policies and programs. (Section 7e)
- Ensuring effective coordination of national poverty reduction programs at local level. (Section 7f)
- Composition: Chair (DSWD), Members (HUDCC, DAR, DA, DENR, DepEd, CHED, DOH, DOLE, DBM, NEDA, DILG, NAPC Lead Convenor), Secretariat (NAPC).
Economic Development Cluster (Section 8):
- Goals:
- Promoting environment conducive to private enterprise growth, competitiveness, and job creation. (Section 8a)
- Ensuring reliability of vital infrastructure, technologies, and energy for economic growth. (Section 8b)
- Improving farms and rural enterprises for food security and equitable growth. (Section 8c)
- Undertaking R&D relevant to MSMEs and national industries. (Section 8d)
- Improving national productivity and competitiveness of domestic products and services. (Section 8e)
- Ensuring wide distribution of economic opportunities and benefits. (Section 8f)
- Composition: Chair (DOF), Members (NEDA, DTI, DBM, DPWH, DOTC, DOE, DOST, DOT, DA, DILG), Secretariat (NEDA). May enjoin participation of BSP Governor.
Security, Justice and Peace Cluster (Section 9):
- Goals:
- Protecting national territory and boundaries. (Section 9a)
- Attaining a just and lasting peace. (Section 9b)
- Ensuring welfare of Overseas Filipino Workers (OFWs). (Section 9c)
- Strengthening the rule of law. (Section 9d)
- Institutionalizing an efficient and impartial justice system delivering equal justice. (Section 9e)
- Advancing and protecting human rights. (Section 9f)
- Composition: Chair (Executive Secretary), Members (DILG, DFA, DND, DOJ, National Security Adviser, Presidential Adviser on Peace Process), Secretariat (National Security Council).
Climate Change Adaptation and Mitigation Cluster (Section 10):
- Goals:
- Adopting climate change adaptation and mitigation measures by LGUs, agencies, and public. (Section 10a)
- Ensuring utilization of natural resources for present and future generations. (Section 10b)
- Formulating inclusive urban development plans integrating varying income levels. (Section 10c)
- Undertaking measures to prepare for and manage risks of natural and man-made phenomena. (Section 10d)
