Rationalizing Fees and Other Charges on Firearms, Explosives and Explosives Ingredients, Security Agencies and Security Guards

- Rationale: The existing rates of fees and charges are insufficient to cover administrative costs and expenses incurred by the Philippine Constabulary/Integrated National Police (PC/INP) for services related to firearms, explosives, security agencies, and security guards.

- Annual Firearm License Fees (Sec. 1.1):
• Rifle Cal. 22: ₱100.00
• Shotgun (all gauges): ₱120.00
• Pistol/Revolver Cal. .22 (Ordinary): ₱150.00
• Pistol/Revolver Cal. .25; .32; .38; .380; 9MM; 7.65; 6.35 and Magnum .22 rimfire: ₱130.00
• Pistol/Revolver Cal. .45; Magnum Cal. .22 centerfire, .357; .41 and .44: ₱200.00
• High-Powered Rifles: ₱200.00

- Permit to Purchase Explosives/Explosives Ingredients (Sec. 1.2):
• Explosives: ₱100.00
• Explosives Ingredients: ₱50.00

- Storage Fee (Annual) (Sec. 1.3): ₱500.00

- Storage to Import Explosives and its Ingredients (Sec. 1.4): ₱200.00

- Permit to Unload Explosives and its Ingredients (Sec. 1.5): ₱100.00

- Annual Private Security License/Registration Fees (Sec. 1.6):
• Security Officer/Private Detective/Consultant: ₱500.00
• Private Security Guard/Supervisor: ₱25.00
• Private Security Agency and Company Guard Forces: ₱1,000.00
• Registration Fees of Security Guards by Security Agencies: ₱10.00

- Penal/Administrative Fines (Sec. 1.7):
• Rifle Cal. 22: ₱500.00
• Shotgun (all gauges): ₱700.00
• Pistol/Revolver Cal. .25 (Ordinary): ₱800.00
• Pistol/Revolver Cal. .25; .32; .38; .380; 9MM; 7.65; 6.35 and Magnum .22 rimfire: ₱900.00
• Pistol/Revolver Cal. .45; Magnum Cal. .22 centerfire, .357; .41 and .44: ₱1,000.00
• High-Powered Rifles: ₱1,000.00

- Licenses for Explosives/Explosives Ingredients (Sec. 2):
• Dealer's License (authorizing importation, purchase, possession, sale, transfer and general business handling of gunpowder, dynamite, explosives or their ingredients): ₱500.00 (Sec. 2a)
• Manufacturer's License (authorizing the manufacture of gunpowder, dynamite, explosives or their ingredients): ₱1,000.00 (Sec. 2b)
• Purchaser's License (authorizing the purchase and possession of dynamite, explosives or ingredients for use in mines, quarries, road construction, wrecking and for use in any other legal and lawful occupation): ₱200.00 (Sec. 2c)
• Foreman's License (authorizing the purchase and possession of dynamite, explosives or their ingredients by workmen in mines, quarries, road construction, wrecking or for use in any other legal and lawful public or private works; must be a qualified blaster or technically qualified to handle explosives): ₱100.00 (Sec. 2d)

- Effective Date: The rates of fees and charges shall take effect on January 1, 1987 (Sec. 3).

- Repealing Clause: All laws, orders, issuances, and rules and regulations or parts thereof inconsistent with this Executive Order are hereby repealed or modified accordingly (Sec. 4).
