Summary of Executive Order No. 711Reclassification of Certain Government Agencies
- The following agencies are no longer classified as ministries (Section 1):
- Ministry of the Budget, renamed Office of Budget and Management, headed by a Director General.
- Ministry of Muslim Affairs, renamed Office of Muslim Affairs, headed by a Director General.
- Ministry of Public Information, renamed Office of Media Affairs, headed by a Director General.
- Office of the President.
- Office of the Solicitor General.
- National Science Development Board.
Cabinet Membership and Titles
- Heads of ministries are ex-officio Ministers and Cabinet members with portfolio. (Section 2)
- The President may confer the personal rank of Minister and/or appoint as Cabinet member without portfolio to heads of agencies listed in Section 1. (Section 3)
- The President may confer the personal rank of Deputy Minister to deputy heads of agencies listed in Section 1. (Section 3)
Authority and Rank of Agency Heads
- The agencies listed in Section 1 are directly under the President. (Section 4)
- Agency heads retain their authority, including power to appoint and dismiss personnel. (Section 4)
- Personnel ranks and salaries are not reduced solely due to the reclassification. (Section 4)
Use of Title "Director General"
- Only the head of NEDA staff and heads of agencies listed in Section 1 may use the title "Director General". (Section 5)
- The Office of Budget and Management, in consultation with the Presidential Commission on Reorganization, shall provide suitable titles for current officials with the title "Director General". (Section 5)
Repealing Clause and Effectivity
- Inconsistent laws, decrees, orders, proclamations, rules, and regulations are repealed or amended accordingly. (Section 6)
- The Executive Order takes effect immediately. (Section 7)

EXECUTIVE ORDER NO. 711 July 28, 1981
RECLASSIFYING CERTAIN AGENCIES OF THE GOVERNMENT
WHEREAS, it is desirable to minimize the number of ministries in order to simplify the management of government;
WHEREAS, it is desirable to limit the conferment of ministry status to those agencies which are performing substantive line functions;
WHEREAS, it is therefore necessary to modify the status of certain agencies of the government which had previously been formally classified as ministries; and
WHEREAS, under Presidential Decree No. 1416 as amended, the President is empowered to undertake such organizational and related improvements as may be appropriate in the light of changing circumstances and new developments;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, and the authority vested in me by Presidential Decree No. 1416 as amended, do hereby order and ordain:
Sec. 1. The following agencies shall no longer be classified as ministries:
