Reclassification of Foreshore Lands
- Reclassifies portions of foreshore lands in the following areas as lands for commercial or industrial purposes under the Public Land Act (Section 1):
    1. Lo-oc, Lapu-Lapu City, Island of Mactan (Lots 1, 2, and 3 with specific metes and bounds)
    2. Barrio Sasa, City of Davao (an unnumbered parcel with specific metes and bounds)
    3. Barrio Punta, Municipality of Aparri, Cagayan (an unnumbered parcel with specific metes and bounds)
    4. Barrio Banago, Bacolod City, Negros Occidental (a portion of an unnumbered parcel with specific metes and bounds)
    5. Sitio of Miputak Poblacion, City of Dipolog, Zamboanga del Norte (Lots 1 and 2 with specific metes and bounds)

Conveyance to National Development Company
- The reclassified lands shall be surveyed by the Bureau of Lands to verify their status as reclaimed areas and covered by foreshore leases. (Section 2)
- The verified reclaimed lands shall be conveyed in absolute ownership to the National Development Company for a nominal sum of One Peso (P1.00) per parcel. (Section 2)
- The Register of Deeds shall register the lands and issue the corresponding certificate of title to the National Development Company. (Section 2)

Transfer or Lease of Lands
- The National Development Company may transfer absolute ownership of any portion of the conveyed lands to persons or corporations qualified to acquire land under the Constitution. (Section 3)
- The National Development Company may lease any portion of the conveyed lands to any person or corporation for commercial or industrial purposes only. (Section 3)

Repealing Clause
- All laws, executive orders, proclamations, rules, and regulations inconsistent with this Decree are repealed or modified accordingly. (Section 4)

Effectivity
- This Decree shall take effect immediately. (Section 5)
