EXECUTIVE ORDER NO. 128 October 4, 1993
RECONSTITUTING THE COMMITTEE FOR THE PREPARATION OF THE NATIONAL CENTENNIAL CELEBRATIONS IN 1998
WHEREAS, Administrative Order No. 223, dated 13 June 1991, created the Committee for the Preparation of the National Centennial Celebrations in 1998, to be composed of the six (6) representatives from the Presidential Commission for Culture and Arts and five (5) representatives from the Philippine Centennial Foundation, Inc. who shall be appointed by the President upon their nomination by their respective groups;
WHEREAS, there is a need to strengthen the said Committee to ensure a more coordinated and synchronized celebrations of the Philippine Centennial and wider participation from the government and non-government or private organizations; and
WHEREAS, there is also a need to rationalize the relevance of historical links with other countries.
NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order, as follows:

Reconstituting the Committee for the Preparation of the National Centennial Celebrations in 1998
- Renames the Committee for the Preparation of the National Centennial Celebrations in 1998 to the National Centennial Commission (Sec. 1)
- Composition of the Commission (Sec. 1):
- Former Vice-President Salvador H. Laurel as Chairman
- Various Cabinet Secretaries
- Representatives from Senate, House of Representatives, and Judiciary
- Executive Director of National Historical Institute
- Representatives from National Commission for Culture and Arts and Philippine Centennial Foundation, Inc.
- Other members from government and private sectors
- Former Presidents Diosdado M. Macapagal and Corazon C. Aquino as Honorary Chairpersons
- Functions of the Commission (Sec. 2):
- Undertake overall study, conceptualization, formulation, and implementation of programs and projects for the Centennial Celebrations, including a Philippine National Exposition '98 (Sec. 2a)
- Act as principal coordinator for all Centennial activities (Sec. 2b)
- Serve as clearing house for preparation and dissemination of information about Centennial plans and events (Sec. 2c)
- Constitute working groups for implementation of programs and projects (Sec. 2d)
- Prioritize refurbishment of historical sites and structures nationwide, and formulate schemes for their preservation and maintenance (Sec. 2e)
- Call upon government agencies, corporations, and private individuals and organizations for assistance (Sec. 2f)
- Submit regular reports to the President on plans, programs, projects, activities, and status of preparations (Sec. 2g)
- Secretariat to provide technical and administrative staff support, headed by a full-time Executive Director designated by the President (Sec. 3)
- Initial funding to be drawn from Department of Tourism and President's Contingent Fund, with subsequent appropriations incorporated in the budget of the Office of the President (Sec. 4)
- Commission to be an ad hoc body and terminate upon completion of all Centennial Celebration activities (Sec. 5)
- Commission to prepare a Comprehensive Plan for the Centennial Celebrations within six (6) months from the effectivity of the Executive Order, for approval of the President (Sec. 6)
- Repeals Administrative Order No. 223 dated June 13, 1991, and all other inconsistent executive issuances (Sec. 7)
