Summary of Executive Order No. 34

Reconstituting the Governing Boards of the Philippine Heart Center for Asia, Lung Center of the Philippines, National Kidney Foundation of the Philippines, Lungsod ng Kabataan and the Tondo General Hospital

- The Philippine Heart Center for Asia (PHCA), Lung Center of the Philippines (LCP), National Kidney Foundation of the Philippines (NKFP), Lungsod ng Kabataan (LNK) and Tondo General Hospital (TGH) are placed under the administrative supervision of the Ministry of Health. (Sec. 1)
- The objective is to improve the organizational capability of these hospitals/institutions to make them more responsive to the requirements of efficiency, effectiveness and economy. (Preamble)
- A Board of Trustees is constituted to administer the PHCA, LCP, NKFP, LNK, and TGH, composed of: (Sec. 1)
    - Minister of Health as ex-officio chairman
    - Deputy Minister of Health
    - Executive Secretary or designate
    - Minister of Budget or designate
- A majority of the ex-officio members of the Board of Trustees shall constitute a quorum to transact business. (Sec. 2)
- The members of the Board of Trustees shall serve without remuneration, but are entitled to a per diem for every meeting attended, in such amount as provided in the law creating/incorporating the respective hospitals/institutions, or as provided in their by-laws. (Sec. 3)
- The Board is authorized to reorganize the administrative structure of each hospital/institution affected. (Sec. 4)
- All laws, decrees and orders, or parts thereof which are inconsistent with this Order are repealed and/or modified accordingly. (Sec. 5)
- The Order takes effect immediately. (Sec. 5)
