Organization of the Council

The Board of Directors
- Section 4: Composed of 7 members - Secretaries of Health (Chairman), Public Works, Local Governments, Agriculture, Administrator of National Irrigation Administration, Secretary of Education and Culture, and President of Philippine Medical Association.

- Section 4(b): Consider and adopt periodic reports on the program status.

The Executive Committee
- Section 5: Headed by an Executive Director and composed of representatives from agencies in the Board of Directors, NEDA, Department of Social Welfare, and Budget Commission.
- Section 5(a): Review and recommend the schistosomiasis control program for Board approval.
- Section 5(b): Review periodic reports for Board consideration.
- Section 5(c): Provide guidelines for the Technical Staff's operations and activities.
- Section 5(d): Act and decide on matters referred by the Technical Staff.
- Section 5(e): Perform other functions assigned by the Board or Chairman.
The Technical Staff
- Section 6(a): Prepare the coordinated schistosomiasis control program for Board approval.
- Section 6(b): Determine linkages for effective coordination and implementation of control projects.
- Section 6(c): Establish and maintain comprehensive data system on disease status.
- Section 6(d): Prepare periodic reports on program implementation for Board approval.
- Section 6(e): Perform other functions assigned by the Board or Executive Committee.
- Section 6: The Council may utilize services of the Schistosomiasis Control and Research Service of the Department of Health and hire necessary personnel.
Meetings and Quorum
- Section 7: Board and Executive Committee shall hold meetings as necessary, with majority constituting quorum. Decisions require majority of quorum. Members receive per diem for meetings attended.
Essential Project Element
- Section 8: All agro-engineering projects, especially in endemic and potentially endemic areas identified by the Council, shall have schistosomiasis control components.
Reports
- Section 9: The Council shall submit an annual report to the President through NEDA within 3 months after fiscal year end, detailing status of programs, projects, problems and recommendations.
Role of Implementing Agencies
- Section 10: Government agencies shall implement assigned projects. All agencies and private sector shall support the Council's projects.
Authority to Receive Gifts and Donations

Appropriations
- Section 12: ₱1,000,000 is appropriated for the Council's operations and projects for fiscal year 1975-76. Subsequent funding shall be included in annual General Appropriation Acts.
- Section 12: Agencies represented in the Council are authorized to include additional amounts in their annual appropriations for schistosomiasis control activities.
Repealing Clause
- Section 13: Republic Act No. 4359 is repealed. Inconsistent laws, decrees, rules and regulations are repealed, amended or revised accordingly.
Separability Clause
- Section 14: If any section or provision is declared unconstitutional or invalid, the other sections or provisions shall remain in full force and effect.
Effectivity
- Section 15: This Decree shall take effect immediately.

RECONSTITUTING THE NATIONAL SCHISTOSOMIASIS CONTROL COMMISSION INTO THE SCHISTOSOMIASIS CONTROL COUNCIL AND FOR OTHER PURPOSES
WHEREAS, schistosomiasis is a disease affecting an alarming proportion of our populace;
WHEREAS, the areas endemic and potentially endemic to schistosomiasis are scattered in the three major geographic divisions of the country and the disease generally affects the people of the rural areas;
WHEREAS, schistosomiasis affects not only the health of farmers and their families, but also, their domestic and work animals thus seriously impairing their productive capabilities;
WHEREAS, there is a need for a meaningful and effective coordination of projects and activities to combat and control the disease in order to protect and improve the quality of life of the people, especially those in the areas affected by the disease;
