RECONSTITUTING THE OFFICE OF THE CABINET SECRETARIAT, RENAMING IT AS THE OFFICE OF THE CABINET SECRETARY, DEFINING ITS POWERS AND FUNCTIONS, PROVIDING FOR ITS SUPPORT STAFF AND FOR OTHER PURPOSES
WHEREAS, Section 1, Article VII of the 1987 Constitution vests executive power in the President of the Philippines;
WHEREAS, the President’s executive power includes the power of control of all the executive departments, bureaus and offices as provided under Section 17, Article VII of the 1987 Constitution;
WHEREAS, the post of Cabinet Secretary was created on 22 December 1986, with the rank and emolument of a Member of the Cabinet, to provide support for the President, facilitate the exchange of information, as well as the discussion and resolution of issues, and act as a coordinator and integrator of the initiatives of the President;

Reconstituting The Office Of The Cabinet Secretariat, Renaming It As The Office Of The Cabinet Secretary, Defining Its Powers And Functions, Providing For Its Support Staff And For Other Purposes

Reconstituting and Renaming the Office of the Cabinet Secretariat
- Section 1: The Office of the Cabinet Secretariat is reconstituted and renamed as the Office of the Cabinet Secretary, which is an integral part of the Office of the President for effective integration and implementation of the Administration's programs.
Powers and Functions of the Office of the Cabinet Secretary (Section 2):
- Facilitate identification of priority areas and outcome-based targets in the Social Contract and PDP 2011-2016, in consultation with Cabinet Clusters, for the President's approval.
- Recommend an annual detailed and measurable performance and projects roadmap to facilitate outputs of the targets against priorities, in coordination with concerned agencies.
- Ensure timely execution and monitor significant impact of targets under the annual roadmap, and re-align targets when needed.
- Represent the President in meetings to expedite inter-agency action towards achieving targets in the roadmap.
- Assist in providing timely and organized information to the Cabinet on issues and problems for decision and action.
- Perform other functions necessary for attaining objectives or as assigned by the President.
- The functions of the Inter-Agency Task Force created under AO 25 are transferred to the Office of the Cabinet Secretary, with the Development Academy of the Philippines (DAP) serving as technical resource institution.
Membership in Cabinet Clusters and Other Bodies (Sections 3 and 4):
- The Cabinet Secretary is a Member of all Cabinet Clusters created under EO 43.
- The Cabinet Secretary is a member of the NEDA Board Executive Committee and the following NEDA Board Committees: Investment Coordination Committee (ICC), Social Development Committee (SDC), and Infrastructure Committee (InfraCom).
Organizational Setup and Staff Complement (Section 5):
- The Office of the Cabinet Secretary is headed by the Cabinet Secretary, with the rank and emoluments of a Member of the Cabinet, under the control and supervision of, and reporting directly to, the President.
- The Cabinet Secretary shall submit the position structure and staffing pattern for the technical and support staff for the President's approval.
Attached Agencies (Section 6):
- The following offices attached to the Office of the President shall be directly under the supervision and monitoring of the Office of the Cabinet Secretary:
-- Relevant offices in the Presidential Management Staff (PMS) identified by the Cabinet Secretary and PMS Head.
-- Performance and Projects Management Office.
-- Other attached agencies identified by the President.
Performance and Projects Management Office (PPMO) (Sections 7-10):
- The PPMO is created to facilitate the implementation of the Performance and Projects Roadmap.
- The PPMO is headed by an Executive Director with the rank of an Undersecretary, under the control and supervision of, and reporting directly to, the Cabinet Secretary.
- The Executive Director is assisted by two (2) Assistant Secretaries and five (5) Directors, all appointed by the President upon the recommendation of the Cabinet Secretary.
- Functions of the PPMO (Section 9):
-- Facilitate crafting and formulation of a comprehensive Performance and Projects Roadmap based on priority areas and outcome-based targets in the Social Contract and PDP 2011-2016.
-- Coordinate with concerned agencies for efficient management and timely implementation of programs and targets under the Roadmap.
-- Consolidate performance reports and relevant data needed for implementing the Roadmap.
-- Institutionalize and implement monitoring and evaluation guidelines for accomplishing targets and implementing programs under the Roadmap.
-- Conduct periodic review and assessment of the Roadmap in coordination with concerned agencies.
-- Regularly report to the President, through the Cabinet Secretary, the actual performance of each agency versus their set targets.
-- Perform other functions as directed by the President through the Cabinet Secretary.
Assistance from and Coordination with Government Agencies (Section 11):
- The Office of the Cabinet Secretary may call upon any government agency for assistance in performing its functions.
- All heads of departments, agencies, bureaus, offices, including GOCCs, shall render full and timely assistance and cooperation to the Office of the Cabinet Secretary and provide required information and data.
- All departments, agencies, bureaus, offices, including GOCCs, shall designate a focal person with a rank not lower than a bureau director, or preferably an Assistant Secretary, to closely coordinate with the Office of the Cabinet Secretary.
- The Inter-Agency Task Force created under AO 25 (s. 2012) shall provide a copy of its recommendation on the RBPMS to the Office of the Cabinet Secretary.
Funding Support (Section 12):
- The initial operations of the Office of the Cabinet Secretary, including the PPMO, shall be sourced from the Contingent Fund.
- Succeeding years' appropriations shall be prepared in accordance with regular government budget procedures.
Implementing Rules (Section 13):
- The Cabinet Secretary is authorized to issue rules and regulations necessary to implement the provisions of this Executive Order.
- The Cabinet Secretary is designated to determine the functional divisions of the offices, agencies, and bureaus under his control and supervision.
Repeal, Separability, and Effectivity (Sections 14-16):
- All issuances, orders, rules and regulations inconsistent with this Executive Order are repealed or modified accordingly.
- If any provision is held unconstitutional, the remainder shall remain in full force and effect.
- This Executive Order shall take effect immediately upon publication in a newspaper of general circulation.
