Having found after due investigation that, because of the crop shortage, the prevailing price of native rice has risen to higher levels which, if not checked at once, may bring distress to the people; and considering that a reasonable reduction in the duty now being levied on imported rice will make it possible to control the price of rice within reasonable levels, without harming the interests of palay producers; and as such a reduction will redound to the benefit of the public, particularly the consumers, I, Manuel L.
