Summary of Presidential Decree No. 98Objective: To promote traffic safety at night and aid the campaign against night crimes and lawlessness.
Provisions:
- The Bureau of Land Transportation shall issue reflective number plates to owners of motor vehicles and trailers registered under R.A. 4136. (Section 1)
• A fee of not more than 15% higher than the acquisition cost shall be charged for each pair of plates, including the numerals indicating the year of registry.
- Motor vehicles exempted from payment of registration fees, motor vehicles for hire, and privately-owned motor vehicles shall bear plates with different colors to distinguish one class from another. (Section 2)
- No two license plate numbers bearing the same numerals shall be issued to any motor vehicles, regardless of the place of issue or the type, kind, or ownership of the motor vehicle. (Section 3)
- Republic Act No. 4136 is amended accordingly, and Republic Act No. 5715 is repealed. (Section 4)
- This Decree shall take effect immediately. (Section 5)

PRESIDENTIAL DECREE No. 98 January 15, 1973
REGULATING THE ISSUANCE OF LICENSE PLATES OF ALL MOTOR VEHICLES
To promote traffic safety at night for the welfare of the public and in order to further aid the campaign against night crimes and lawlessness, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution as Commander-in-Chief of all the Armed Forces of the Philippines, and pursuant to Proclamation No. 1081 dated September 21, 1972 and General Order No. 1 dated September 22, 1972, as amended, do hereby order and decree:
Section 1. The Bureau of Land Transportation shall cause reflective number plates to be prepared and issued to owners of motor vehicles and trailers registered under R.A. 4136, charging for each pair, including the numerals indicating the year of registry, a fee of not more than 15% higher than the acquisition cost.
