- Effective January 1, 1984, the following salary scales for NBI lawyer positions are implemented: (Sec. 1)
• NBI Chief Legal Officer - P43,392.00
• NBI Assistant Chief Legal Officer - P41,392.00
• NBI Chief Research Attorney - P41,392.00
• NBI Senior Research Attorney - P33,840.00
• NBI Research Attorney III - P32,196.00
• NBI Legal Officer III - P32,196.00
• NBI Legal Officer II - P27,732.00
• NBI Legal Officer I - P25,116.00
Reorganization of NBI Legal and Administrative Staff
• The NBI Director is authorized to reorganize the legal and administrative staff within 3 months from the effective date to promote efficiency. (Sec. 2)
• Any officer or employee not appointed or who refuses appointment after the reorganization shall be paid the money value of accumulated vacation and sick leaves, and retirement gratuity under existing retirement laws. (Sec. 2)
• Those not appointed and not qualified for retirement benefits shall be paid one month salary for every full year of service, with a fraction of more than 6 months considered a full year, payable in lump sum from NBI salary lapses. (Sec. 2)
Funding Source
• The amount necessary for implementing this Executive Order shall be taken from the salary savings of the NBI. (Sec. 3)
Effectivity
• This Executive Order takes effect immediately. (Sec. 4)

EXECUTIVE ORDER NO. 942 March 13, 1984
REOGANIZING THE NATIONAL BUREAU OF INVESTIGATION
WHEREAS, the salary scale of lawyer positions in the Legal Division of the National Bureau of Investigation (NBI) has not been implemented in accordance with the mandate of Presidential Decree No. 1726;
WHEREAS, the low salary scale of lawyer positions in the NBI has made it very difficult for the NBI to recruit qualified lawyers;
WHEREAS, there has been an exodus of experienced NBI lawyers not only to the private sector, but also to other government offices offering better pay;
WHEREAS, due to the importance of the functions and duties of the NBI, there is a need to upgrade salaries and streamline positions to make the NBI more effective and responsive to its functions and objectives;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me by the Constitutions and by Presidential Decree No. 1416, as amended by Presidential Decree No. 1772, do hereby order:
