REORGANIZING AND RENAMING THE OFFICE OF THE PRESS SECRETARY AS THE PRESIDENTIAL COMMUNICATIONS OPERATIONS OFFICE; CREATING THE PRESIDENTIAL COMMUNICATIONS DEVELOPMENT AND STRATEGIC PLANNING OFFICE; AND FOR OTHER PURPOSES.
WHEREAS, it is the avowed policy of this administration to ensure transparency and full and appropriate disclosure of policies, programs, official activities, and achievements of the Office of the President and Executive Branch which are of public concern;
WHEREAS, the task of informing and communicating to the Filipino people the policies, programs, official activities, and achievements of the Office of the President and the Executive Branch presently involves, aside from the Office of the Press Secretary, several offices and agencies, the functions of some of which overlap;
WHEREAS, there is a vital need to re-organize and effect functional changes within the Office of the Press Secretary and create an office to systemize, rationalize and complement the existing structure to achieve a more efficient and systematic interaction between the people, the Office of...

Executive Order No. 4
Reorganizing and Renaming the Office of the Press Secretary as the Presidential Communications Operations Office; Creating the Presidential Communications Development and Strategic Planning Office
- Section 1: The Office of the Press Secretary is reorganized and renamed as the Presidential Communications Operations Office, headed by the Presidential Communications and Operations Head with the rank of Cabinet Secretary.
- Section 2: Functions of the Presidential Communications Operations Office:
    - Develop and implement guidelines for disseminating information on policies, programs, activities, and achievements of the President and Executive Branch. (Section 2a)
    - Develop, manage, and operate government-owned information dissemination facilities to provide access to the people as an alternative to private mass media. (Section 2b)
    - Set up and maintain local and international field offices to ensure accurate information from the President and Executive Branch is promptly disseminated. (Section 2c)
    - Manage, control or supervise government agencies and offices involved in information gathering and dissemination. (Section 2d)
    - Coordinate and cultivate relations with private media. (Section 2e)
    - Manage and administer the OP Website and the Web Development Office. (Section 2f)
    - Perform other functions assigned by the President. (Section 2g)
- Section 3: The Presidential Communications Operations Office shall maintain deputies and assistants necessary for its functions, including Undersecretary for Administration and Finance, Undersecretary for Operations, Chief of Staff, Assistant Secretary for Legislative Affairs, and Electronic Data Processing Division Chief.
- Section 4: Agencies, bureaus, and offices under the control and supervision of the Presidential Communications Operations Office are listed.
- Section 5: Creation of the Presidential Communications Development and Strategic Planning Office.
- Section 6: Functions of the Presidential Communications Development and Strategic Planning Office:
    - Coordinate crafting, formulation, development and enhancement of messaging system under the Office of the President. (Section 6a)
    - Design and recommend responses to daily issues. (Section 6b)
    - Ensure consistency in messages issued by the Executive Department. (Section 6c)
    - Assist in formulation and implementation of new media strategies for the Office of the President. (Section 6d)
    - Assist in research and development of new media instruments. (Section 6e)
    - Liaise with the Malacañang Records Office. (Section 6f)
    - Control and supervise market research, public opinion monitoring, and gathering and analysis of relevant data. (Section 6g)
    - Formulate editorial guidelines and policies for state media. (Section 6h)
    - Ensure consistency in implementation of corporate identity of the Executive Department. (Section 6i)
    - Act as custodian of institutional memory of the Office of the President, including supervision and control of the Presidential Museum and Library, and liaison with the Malacañang Records Office. (Section 6j)
    - Perform editorial functions for the Official Gazette. (Section 6k)
    - Perform other functions directed by the President. (Section 6l)
- Section 7: The Presidential Communications Development and Strategic Planning Office shall be managed by the Presidential Communications Development and Strategic Planning Head with the rank of Cabinet Secretary, assisted by a Deputy with the rank of Undersecretary. It shall have support service offices including Chief of Staff, Assistant Secretary for Messaging, and Electronic Data Processing Division Chief.
- Section 8: Agencies, bureaus, and offices attached to the Presidential Communications Development and Strategic Planning Office are listed.
- Section 9: The Presidential Communications Operations Office and the Presidential Communications Development and Strategic Planning Office shall formulate and establish the organizational structure and staffing pattern, subject to approval.
- Section 10: The budget shall be sourced from the remaining budget of the Office of the Press Secretary and the Office of the President for the current year, and prepared in accordance with regular government budget procedures for succeeding years.
- Section 11: Except as required under this Executive Order, all covered officials, offices or agencies shall continue with the discharge of their respective functions and responsibilities as defined under existing law or issuances.
- Section 12: The Executive Secretary is authorized to issue implementing rules and regulations, and to determine the functional divisions of the offices, agencies, and bureaus under the control and supervision of the Office of the President.
- Section 13: All orders, circulars, rules, regulations, and issuances inconsistent with this Executive Order are repealed or modified accordingly.
- Section 14: If any provision of this Executive Order is held unconstitutional, the remainder shall remain in full force and effect.
- Section 15: This Executive Order shall take effect immediately.
