Reorganizing the Committee on Transportation Cooperatives and Broadening Its Powers and Functions- Composition (Section 1):
• Renamed to Office of Transportation Cooperatives (OTC).
• Composed of appointees from the Office of the President (Chairman), Deputy Ministers of Transportation and Communications (Co-Chairman), Labor and Employment, Director-General of Philippine Constabulary/Integrated National Police, Chairman of Board of Transportation, National Chairman of Katipunan ng mga Kooperatibang Pansasakyan ng Pilipinas, Inc. (members).
• Executive Director appointed by the President for 2 years, with compensation fixed by the Committee.
• Alternate members allowed to attend meetings and receive per diems.
• Chairman and members receive monthly commutable representation allowance and per diem for meetings attended.
- Powers and Functions (Section 2):
• All powers and functions of Bureau of Cooperatives Development over transportation cooperatives transferred to OTC (Section 2).
• Transportation cooperatives to enjoy privileges, benefits, assistance, and limitations imposed by Bureau of Cooperatives Development (Section 2).
• OTC to promulgate and implement rules and regulations for transportation cooperatives, subject to approval of Ministry of Transportation and Communications (Section 2).
• OTC authorized to call for technical assistance from any Ministry, Bureau, or Office (Section 2).
- Privileges (Section 3):
• Transportation cooperatives exempt from common carriers tax and income tax for 5 years from registration with OTC, provided net income is returned to members as interest/patronage refunds (Section 3).
• Transportation cooperatives to enjoy privileges and incentives granted to cooperatives under P.D. 175 and other existing laws (Section 3).
- Repealing Clause (Section 4):
• All charters, executive orders, proclamations, rules, and regulations in conflict with this Executive Order are repealed or modified accordingly (Section 4).
- Effectivity (Section 5):
• This Executive Order takes effect immediately (Section 5).

EXECUTIVE ORDER NO. 898 May 28, 1983
REORGANIZING THE COMMITTEE ON TRANSPORTATION COOPERATIVES AND BROADENING ITS POWERS AND FUNCTIONS
WHEREAS, under Memorandum Order No. 395 dated 19 October 1973, there was created the Committee on Transportation Cooperatives in the Office of the President for the prime purpose of promoting and facilitating the early formation of transportation cooperatives;
WHEREAS, under Executive Order No. 708 dated 27 July 1981, the Committee on Transportation Cooperatives was attached to the Ministry of Transportation and Communications to enhance the efficiency of government in the control and supervision of facilities and services related to transportation;
WHEREAS, under the existing government organization, transportation cooperatives are now supervised by both the Ministry of Agriculture, through the Bureau of Cooperatives Development and the Ministry of Transportation and Communications, through the Committee on Transportation Cooperatives;
WHEREAS, a single agency, the Ministry of Transportation and Communications, can more effectively coordinate the regulation and operations of transportation cooperatives, in line with the integration and rationalization of public transportation systems in the country;
