REORGANIZING THE DEPARTMENT OF AGRICULTURE AND NATURAL RESOURCES INTO TWO DEPARTMENTS, NAMELY: DEPARTMENT OF AGRICULTURE AND DEPARTMENT OF NATURAL RESOURCES, AMENDING FOR THIS PURPOSE CHAPTER I, PART VIII OF THE INTEGRATED REORGANIZATION PLAN
WHEREAS, it is a primary objective of the Government to conserve, revitalize and develop the country's national wealth and manage its utilization for the continued well-being of present and future generations;
WHEREAS, progressively increasing demands for food, agricultural raw materials, mineral, aquatic, and forest products, are being felt throughout the world and predicted to intensify in the immediate future;
WHEREAS, within the Philippines itself, the demands of a growing population exert tremendous pressure on the country's existing food and natural resources;
WHEREAS, in the light of growing domestic and world demands for basic commodities, there is a pressing need to continuously assess the status of all existing food and natural resources of the Philippines with the view to maximizing their possible, providing for their replacement;

Reorganizing the Department of Agriculture and Natural Resources into Two Departments
- Separates the Department of Agriculture and Natural Resources into two departments:
• Department of Agriculture (Section 1)
• Department of Natural Resources (Section 1)
Department of Agriculture:
• Composed of the Department Proper, including the Office of the Secretary, Planning Service, Financial and Computer Service Center, Administrative Service, Computer Service Center, and Agrarian Reform Unit. (Section 2)
• Bureaus under its supervision and control: Bureau of Soils, Bureau of Plant Industry, Bureau of Animal Industry, Bureau of Agricultural Extension, and Bureau of Agricultural Economics. (Section 2)
• Attached government-owned and controlled corporations: National Grains Authority, Philippine Tobacco Administration, Philippine Virginia Tobacco Administration, Philippine Coconut Authority, Coconut Investment Company, and Philippine Cotton Corporation. (Section 2)
• Agencies under its administrative supervision: Fertilizer Industry Authority, National Food and Agriculture Council, and National Meat Inspection Commission. (Section 2)
• Coconut Consumers Stabilization Committee is attached to the Department. (Section 2)
• Philippine Council of Agricultural Research is attached to the National Science Development Board. (Section 2)
• Functions of the Planning Service, Financial and Management Service, and Administrative Service are in accordance with the Integrated Reorganization Plan. (Section 3)
• Computer Service is responsible for providing electronic data processing services to the Department and its attached agencies. (Section 4)
• Agrarian Reform Unit is responsible for coordinating the Department's extension service, soil surveys, and classification with the Department of Agrarian Reform. (Section 5)
• Functions of the Bureau of Animal Industry, Bureau of Agricultural Extension, and Bureau of Agricultural Economics are as provided in the Integrated Reorganization Plan and Letter of Implementation No. 9. (Section 6)
• Bureau of Plant Industry is created, responsible for research on agricultural crops, production of improved seeds and plant materials, crop protection, and farm equipment and practices development. It has divisions for Laboratory Services, Research, Production, Agricultural Engineering, and Crop Protection. (Section 7)
• Bureau of Soils is created, responsible for assessment, development, and conservation of soil resources, conducting soil research, and related functions. It has divisions for Laboratory Services, Soil Conservation, Soil Fertility, Soil Research, and Soil Surveys. (Section 8)
Department of Natural Resources:
• Composed of the Department Proper, including the Office of the Secretary, Planning Service, Financial and Management Service, Administrative Service, Legal Service, Computer Service Unit, and Agrarian Reform Unit. (Section 9)
• Bureaus under its supervision and control: Bureau of Forest Development, Bureau of Lands, Bureau of Fisheries and Aquatic Resources, and Bureau of Mines. (Section 9)
• Attached agencies: Presidential Committee on Wood Industries Development, National Committee for Mineral Exploration and Survey Operations, Fishery Industry Development Council, Surigao Mineral Reservation Board, and Presidential Action Committee on Land Problems. (Section 9)
• National Committee for Mineral Exploration and Survey Operations is reconstituted with members from various agencies. (Section 9)
• Functions of the Planning Service, Financial and Management Service, and Administrative Service are in accordance with the Integrated Reorganization Plan. (Section 10)
• Legal Service is responsible for preparing decisions, reviewing patents and licenses, representing the Department in court cases, conducting administrative investigations, and other legal functions. (Section 11)
• Agrarian Reform Unit is responsible for coordinating the Department's work on land surveys, release of public lands for resettlement, and other activities with the Department of Agrarian Reform. (Section 12)
• Functions of the Bureau of Lands, Bureau of Forest Development, Bureau of Fisheries and Aquatic Resources, and Bureau of Mines are as provided in the Integrated Reorganization Plan. The Bureau of Mines has a new Petroleum Division for administering and developing petroleum resources, and the Mineral Resources Development Division is renamed Mineral Resources Administration. (Section 13)
• Regional Offices of the Bureaus of Soils, Plant Industry, Animal Industry, Agricultural Extension, Forest Development, Fisheries and Aquatic Resources, and Lands shall be established in accordance with the Integrated Reorganization Plan and Letter of Implementation No. 9. The Bureau of Mines shall establish its regional offices as per its requirements, subject to the President's approval. (Section 14)
• Amends Presidential Decree No. 107 to remove the Secretary of Agriculture and Natural Resources from the National Economic and Development Authority and provide for the membership of the Secretary of Natural Resources. (Section 15)
• Outlines the ex-officio positions of the Secretary of Agriculture and Secretary of Natural Resources in various councils, boards, and committees. (Section 15)
• Provisions of the Integrated Reorganization Plan and Letter of Implementation No. 9 that are not amended or inconsistent with this Decree shall remain in full force and effect. (Section 16)
• Provides for the transfer of functions, appropriations, records, equipment, property, and personnel from the Department of Agriculture and Natural Resources to the newly created Departments of Agriculture and Natural Resources. (Section 17)
• The Secretaries of the new Departments shall promulgate the necessary administrative orders for implementing the provisions of this Decree. (Section 17)
• This Decree shall take effect upon its approval. (Section 18)
