REORGANIZING THE MINISTRY OF NATURAL RESOURCES AND RENAMING IT AS THE DEPARTMENT OF ENVIRONMENT, ENERGY AND NATURAL RESOURCES ABOLISHING THE MINISTRY OF ENERGY INTEGRATING ALL OFFICES AND AGENCIES WHOSE FUNCTIONS RELATE TO ENERGY AND NATURAL RESOURCES INTO THE MINISTRY DEFINING ITS POWERS AND FUNCTIONS AND FOR OTHER PURPOSES.
RECALLING that the reorganization of the government is mandated expressly in Article II, Section 1 (a), and Article III of the Freedom Constitution;
HAVING IN MIND that, pursuant to Executive Order No. 5 (1986), it is directed that necessary and proper changes in the organizational and functional structures of the government, its agencies and its instrumentalities, be effected in order to promote efficiency and effectiveness in the delivery of public services;
REALIZING that the Ministry of Natural Resources must be reorganized and strengthened in order to increase its capacity to carry out powers and functions related to the demands of economic recovery, particularly the administration management, development, conservation, regulation and proper use of the country's...

EXECUTIVE ORDER NO. 131
Reorganizing the Ministry of Natural Resources and Renaming it as the Department of Environment, Energy and Natural Resources
- Abolishes the Ministry of Energy and integrates all offices and agencies related to energy and natural resources into the Ministry of Natural Resources. (Section 1)
- Renames the Ministry of Natural Resources as the Department of Environment, Energy and Natural Resources (DENR). (Section 2)
Mandate and Powers of the DENR
- The DENR shall be the primary government agency responsible for the conservation, management, development, and proper use of the country's environment and natural resources. (Section 3)
- It shall have the following powers and functions: (Section 4)
- Formulate policies, rules, and regulations for the proper management and conservation of natural resources.
- Implement laws, rules, and regulations related to natural resources.
- Supervise and control the development and use of natural resources.
- Recommend measures to ensure the judicious use of natural resources.
- Represent the Philippines in international conferences related to natural resources.
- Conduct research and studies related to natural resources.
- Implement programs for the development of energy resources.
- Promote the utilization of non-conventional energy resources.
- Regulate the exploration, development, and utilization of energy resources.
- Promote energy conservation and efficiency.
- Perform other functions related to natural resources and energy.
Organizational Structure of the DENR
- The DENR shall be headed by a Secretary, with four Undersecretaries and as many Assistant Secretaries as may be necessary. (Section 5)
- It shall have the following staff bureaus and services: (Section 6)
- Forest Management Bureau
- Lands Management Bureau
- Mines and Geo-Sciences Bureau
- Environmental Management Bureau
- Ecosystems Research and Development Bureau
- Energy Development and Utilization Bureau
- Legal Service
- Management Service
- Financial and Management Service
- Public Affairs Office
- Field Operations Office
- The DENR shall have regional, provincial, and community offices. (Section 7)
- The DENR shall absorb the functions, appropriations, funds, records, equipment, property, and personnel of the abolished Ministry of Energy and other agencies related to energy and natural resources. (Section 8)
Transitory Provisions
- The incumbent Minister of Natural Resources shall continue as Secretary of the DENR. (Section 31)
- All executive orders, rules, and regulations inconsistent with this order are repealed or modified accordingly. (Section 32)
- The order shall take effect immediately upon approval. (Section 34)
