Reorganizing the Office of the Government Corporate Counsel
- Renames the Office of the Government Corporate Counsel (OGCC) to the Office of the Government Corporate Counsel (OGCC). (Section 1)
- The OGCC shall be the principal law office that shall directly advise government-owned or controlled corporations and their subsidiaries. (Section 2)
- The OGCC shall have the following powers and functions: (Section 3)
- Conduct an annual review of the charters, by-laws, and practices of government corporations.
- Render legal services to government corporations, including acting as statutory counsels in court cases.
- Formulate policies, plans, and programs for the effective, efficient, and economical delivery of legal services.
- Recommend to the President the promulgation of rules and regulations governing the operations of government corporations.
- Other functions as may be provided by law or assigned by the President.
- The OGCC shall be headed by a Government Corporate Counsel with the rank of Undersecretary. (Section 4)
- The OGCC shall have an Administrative Service and a Legal Service. (Section 5)
- The OGCC shall absorb the legal staff of the abolished Office of the Government Corporate Counsel. (Section 6)
- All appropriations, records, equipment, property, and personnel of the abolished OGCC shall be transferred to the reorganized OGCC. (Section 7)
- The OGCC shall submit an organizational plan to the President within 60 days from the effectivity of this Executive Order. (Section 8)
- All laws, orders, rules, and regulations inconsistent with this Executive Order are hereby repealed or modified accordingly. (Section 9)
- This Executive Order shall take effect immediately. (Section 10)
