A. The Office of the President
• Consists of the Private Offices, system of Presidential Assistants, Presidential Advisers, and Presidential Security Command. (Sec. 1)
• Private Offices include Private Secretary's Office, Social Secretary's Office, and Malacañang Household Office. (Sec. 2)
• System of Presidential Assistants headed by a Presidential Executive Assistant with the rank of minister, assisted by Deputy Presidential Executive Assistants and other subordinate Presidential Assistants. (Sec. 3, 4)
• Presidential Advisers provide direct or personal advisory or consultative services to the President. (Sec. 5)
• Presidential Security Command provides security for the President and family, office, and related duties. (Sec. 6)
• Councils and entities directly under the President are enumerated. (Sec. 7)
• Entities under the administrative supervision and attached to the Office of the President are enumerated. (Sec. 8-10)
• The President exercises all powers and functions provided by the Constitution, including specific powers and functions as Head of State, Chief Executive, Administrative Powers, and Other Powers. (Sec. 11)
B. The Office of the Prime Minister
• Consists of a common staff support system and agencies under or attached to the Office. (Sec. 13)
• The Prime Minister is assisted by a Deputy Prime Minister and a Secretary-General with the rank of deputy minister. (Sec. 14)
• The Prime Minister assumes chairmanship of the National Council on Integrated Area Development and serves as ex-officio Vice-Chairman of the National Economic and Development Authority. (Sec. 15)
• Entities under the administrative supervision of the Prime Minister are enumerated. (Sec. 16)
• The Prime Minister exercises powers and functions provided by the Constitution and laws, and as delegated by the President, including being the head of the Cabinet and Executive Committee, and supervising all ministries. (Sec. 17)
• The Prime Minister submits the budget to the Batasang Pambansa within 30 days from the opening of each regular session. (Sec. 18)
C. Operating Relationships
• The President is concerned with major policy and decision-making processes, while the Prime Minister is responsible for day-to-day supervision and administration of the government. (Sec. 19)
• The President retains control over ministries and can review decisions of the Prime Minister, Executive Committee, or Cabinet. (Sec. 19, 20)
• The Prime Minister has authority to act on matters delegated by the President without indicating "By authority of the President". (Sec. 21)
D. General and Transitory Provisions
• The President shall issue directives for implementation, and any transfer of functions or units includes applicable appropriations, records, equipment, property, and personnel. (Sec. 22)
• Various agencies under the Office of the President are transferred to respective ministries. (Sec. 23)
• The President is authorized to reconstitute the chairmanship or membership of transferred agencies. (Sec. 24)
• Certain agencies are abolished, and their functions, appropriations, records, equipment, property, and personnel are transferred as determined by the President. (Sec. 25)
• Inconsistent laws, decrees, orders, proclamations, rules, regulations, and issuances are repealed or modified accordingly. (Sec. 26)
• Unconstitutional portions shall not nullify other provisions if they can still stand and accomplish the objectives. (Sec. 27)

EXECUTIVE ORDER NO. 708 July 27, 1981
REORGANIZING THE OFFICE OF THE PRESIDENT AND CREATING THE OFFICE OF THE PRIME MINISTER PURSUANT TO THE 1981 AMENDMENTS TO THE CONSTITUTION
WHEREAS, the Filipino people have ratified through a plebiscite held on April 7, 1981 the amendments to the Constitution of the Republic of the Philippines;
WHEREAS, there is a need to institute substantive changes at the highest level of the executive structure of the government to conform with the aforesaid constitutional amendments;
WHEREAS, it is necessary to delineate and clarify the functions and relationships of critical positions and units at the highest level of the executive structure of the government for more efficient administration of the government's policies and programs;
WHEREAS, under Presidential Decree No. 830, the President is specifically granted continuing authority to reorganize his Office; and
WHEREAS, under Presidential Decree No. 1416, as amended, the President is empowered to undertake such organizational and related improvements as may be appropriate in the light of changing circumstances and new developments.
