EXECUTIVE ORDER NO. 774 December 26, 2008
REORGANIZING THE PRESIDENTIAL TASK FORCE ON CLIMATE CHANGE
WHEREAS, climate change is already impacting adversely on the world;
WHEREAS, climate change will have catastrophic effects if immediate and sufficient action to curb industrial emissions and forest loss is not taken;
WHEREAS, while our country's remissions remain much lower in per capita terms than those of industrialized nations, our country's recent growth and development have been accompanied by a rise in damaging emissions from fossil fuels.
WHEREAS, we should try to help push the mind-set from the present traditional paradigms to economics to the new mindset of conservation, protection and restoration.
NOW THEREFORE I, GLORIA M. ARROYO, President of the Philippines, by the powers vested in me by law, do hereby order:
Section 1. Reorganization. - (a) The Presidential Task Force on Climate Change (PTFCC) is hereby reorganized. The President of the Philippines shall serve as Chair. All sectors under the President are hereby directed...

Executive Order No. 774
Reorganizing the Presidential Task Force on Climate Change
- Section 1: Reorganizes the Presidential Task Force on Climate Change (PTFCC) with the President as Chair. All sectors under the President are directed to cooperate. Cabinet members are members of the Task Force and must practice proper solid waste management. The President or Presidential Adviser on Climate Change (PACC) will visit government offices every Friday to implement this.
- Section 2: The Department of Environment and Natural Resources (DENR) will lead a Task Group to reduce solid waste generation by 50% within 6 months. Local governments must implement the Solid Waste Act. The President or PACC will visit regions weekly until the law is implemented.
- Section 3: After 6 months of the solid waste campaign, the focus will shift to identifying and regenerating forest lands and protected areas.
- Section 4: Within 6 months, the DENR will lead a Task Group to survey and map protected areas. P2 billion will be provided for delineating forest lands. Water resources and watersheds will be identified, protected, and regenerated using funds from the Electric Power Industry Reform Act.
- Section 5: Riverbanks and waterways must be cleared of informal structures within 24 months to restore them for fisheries and boating.
- Section 6: The Department of Public Works and Highways (DPWH) will lead a Task Group to design and implement efficient rainwater collection and aquifer systems within 90 days.
- Section 7: The National Water Resources Office will lead a Task Group to prioritize water recycling and reuse.
- Section 8: The Department of Science and Technology (DOST) will lead a Task Group to transform the Philippine Atmospheric, Geophysical and Astronomical Administration (PAGASA) into a world-class facility and develop a Filipino Scientist Program on Atmospheric Sciences.
- Section 9: The Department of Transportation and Communications (DOTC) will lead a Task Group to reform the transportation sector, favoring non-motorized and collective transportation. Malacañang Palace and Cabinet offices must reduce fossil fuel consumption by 50% within 2 years.
- Section 10: The Philippine Information Agency will lead a Task Group to mobilize media to raise awareness about climate change.
- Section 11: The Department of Agriculture (DA) will lead a Task Group to audit the Fisheries Code provisions on sustainable yield and carrying capacity. Coastal local governments must identify 15% of municipal waters as fish sanctuaries within 6 months.
- Section 12: Agricultural lands will be identified and delineated. Public open spaces will be used for sustainable urban farming.
- Section 13: The Department of Education will lead a Task Group to incorporate climate change into the Science curriculum by the next school year.
- Section 14: The Department of Foreign Affairs will lead a Task Group with the Department of Justice to explore legal approaches to hold high-emitting countries accountable for climate change damages.
- Section 15: The Department of Energy will lead a Task Group to implement the Renewable Energy Law.
- Section 16: The National Economic and Development Authority will lead a Task Group to promote "CPR Economics" (Conservation, Protection, and Restoration) as a development paradigm, including a 10-20-30 year action plan and investment priorities.
- Section 17: Traditional and alternative medicine will be promoted.
- Section 18: The DPWH will lead a Task Group to require outdoor advertisements to turn off high-wattage lights at 9 PM or pay a carbon footprint fee. Incentives will be provided to convert rooftops into urban gardens.
- Section 19: The PACC will oversee implementation and report to the President or Executive Secretary weekly. The PACC office will be located at Mabini Hall with access to the Office of the President.
- Section 20: If any section is declared unconstitutional, other sections remain valid.
- Section 21: Inconsistent orders, circulars, etc. are amended accordingly.
- Section 22: The Executive Order takes effect immediately.
