Summary of Presidential Decree No. 953Requirement to Plant Trees:
- Landowners adjoining rivers or creeks must plant trees extending 5 meters from the edge of the bank (Section 1.1)
- Subdivision owners must plant trees in open spaces for common use, along roads and service streets, in consultation with the Bureau of Forest Development (Section 1.2)
- Holders of government licenses/leases involving forest or grazing land with rivers/creeks must plant trees extending 20 meters from each bank edge (Section 1.3)
- Planted trees must be well-maintained, with old/diseased trees replaced (Section 1)
Subdivision Open Space Requirements:
- At least 30% of the total subdivision area (excluding roads/alleys) must be reserved as open space for parks and recreational areas (Section 2)
- Subdivision plans will not be approved unless the 30% open space requirement is met, and the owner undertakes to develop it within 3 years per the Bureau of Forest Development's approved plan (Section 2)
Penalties for Unauthorized Cutting/Damaging of Trees and Vegetation:
- Imprisonment of 6 months to 2 years, or fine of 500 to 5,000 pesos, or both, for cutting/damaging trees, plants, or vegetation in public places, along rivers/creeks, or in subdivision common areas (Section 3)
- For corporations, the responsible officers will be penalized, and alien officers will be deported (Section 3)
- Violation of tree planting requirements (Section 1) carries the same penalties as above (Section 4)
- Public officers/employees will additionally be dismissed and perpetually disqualified from public office (Section 4)
- Violation of the 30% open space requirement carries imprisonment of 2 to 5 years, or a fine equivalent to the value of the 30% area, or both (Section 5)
Other Provisions:
- The Director of Forest Development will issue necessary rules and regulations (Section 6)
- Inconsistent laws, rules, and regulations are repealed (Section 7)
- The Decree takes effect upon promulgation (Section 8)

PRESIDENTIAL DECREE No. 953
REQUIRING THE PLANTING OF TREES IN CERTAIN PLACES AND PENALIZING UNAUTHORIZED CUTTING, DESTRUCTION, DAMAGING AND INJURING OF CERTAIN TREES, PLANTS AND VEGETATION
WHEREAS, the planting of trees on lands adjoining the edge of rivers and creeks in both a measure of beautification and reforestation; and
WHEREAS, the planting of trees along roads and areas intended for the common use of owners of lots in subdivisions will provide shade and healthful environment therein;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree:
Section 1. The following shall plant trees:
1. Every person who owns land adjoining a river or creek, shall plant trees extending at least five meters on his land adjoining the edge of the bank of the river or creek, except when such land, due to its permanent improvement, cannot be planted with trees;
