RESERVING CERTAIN AREA OF THE PHILIPPINE WATERS WITHIN THE JURISDICTION OF QUEZON PROVINCE FOR A MARINE BIOLOGICAL STATION TO BE ESTABLISHED AND OPERATED BY THE LUZONIAN COLLEGES, UNDER THE CONTROL AND SUPERVISION OF THE DIRECTOR OF FISHERIES, FOR SCIENTIFIC AND EDUCATIONAL STUDIES OF MARINE AND ESTUARINE FAUNA AND FLORA AS WELL AS THE OCEANOGRAPHY OF THE WATERS OF THE RESERVATION PRINCIPALLY FOR THE WISE UTILIZATION AND CONSERVATION OF THE AQUATIC RESOURCES OF THE AREA

Upon recommendation of the Secretary of Agriculture and Natural Resources and pursuant to the provisions of section 73 of Act Numbered Four thousand and three, as amended, I hereby reserve for a marine biological station to be established and operated by the Luzonian Colleges under the supervision and control of the Director of Fisheries, subject to private rights if any there be, a certain marine area of Philippine waters situated in the Municipalities of Lucena and Padre Burgos, Quezon Province, Island of Luzon, and more particularly described and delimited as...

This proclamation reserves a certain marine area in the municipalities of Lucena and Padre Burgos, Quezon Province, for a marine biological station to be established and operated by the Luzonian Colleges under the supervision and control of the Director of Fisheries. The use of the reservation is subject to the following rules and regulations:

- Commercial fishing is limited to certain fishing appliances with restrictions (Section 1):
    - Baklads must be constructed with a minimum distance of 200 meters from each other, or 100 meters if owned by the same owner (Section 1)
    - Baklads set across straits, channels, streams, and rivers must leave one-third of the passage open for navigation and fish migration (Section 1)
    - Subsistence fishing gear like bingwit, dala, sakag, pana, and subsod are allowed without restriction (Section 1)
- Certain fishing methods like sapyaw, basnig, talacop, kubkob, largarete, and muro-ami are only allowed from May to February (Section 2)
- Catching bangos fry (kawag-kawag) and sugpo fry is allowed, but fry of other commercial fishes must be returned to the water unharmed (Section 3)
- Catching of bangos breeders (sabalo) is prohibited from February 1 to July 31 (Section 4)
- Catching fry of banak, sardines, herrings, mackerel, caranx, samara, alimasag, and alimango is prohibited at all seasons (Section 5)
- Destruction of coral reefs and other natural habitats is prohibited, except for safe navigation (Section 6)
- Commercial gathering of coral rocks, sand, and gravel requires a permit from the Secretary of Agriculture and Natural Resources (Section 6)
- Operation of trawls of any kind is entirely prohibited at all times (Section 7)
- Gathering of edible seaweeds, mollusks, and echinoderms is limited for home consumption and requires a permit (Section 8)
- Gathering of commercial shells is subject to minimum size regulations for various species (Section 9)
- Taking or catching fry or fish eggs is prohibited, except for scientific, educational, or propagation purposes (Section 10)
- Technical installations like propagation and culture ponds, scientific instruments, and live cages must not be removed, destroyed, or tampered with (Section 11)
- The proclamation also provides definitions for various fishing terms and equipment (Sections 1-26)
