RESTORING TO THE DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES AND JURISDICTION, CONTROL, MANAGEMENT, AND DEVELOPMENT OF THE ANGAT WATERSHIELD RESERVATION
WHEREAS, under Executive Order No. 192, dated June 10, 1987, the Department of Environment and Natural Resources is mandated as the sole agency responsible for the conservation, management, development, and proper use of the country's natural resources within forest lands, including watershield reservations;
WHEREAS, under Executive Order No. 224, dated July 16, 1987, the National Power Corporation was vested the complete jurisdiction, control and regulation of certain watershed areas and reservations surrounding its powers generating plants, among which is the Angat Watershed Reservation under Proclamations Nos. 505 and 599;
WHEREAS, watershed areas are critical and essential not only to the life-span of hydroelectric dams and other water-oriented projects of the government but also to its flood control and other environmental and ecological programs;

Restoring to the Department of Environment and Natural Resources (DENR) Jurisdiction, Control, Management, and Development of the Angat Watershed Reservation
- Mandate of DENR as the sole agency responsible for conservation, management, development, and proper use of natural resources within forest lands, including watershed reservations. (Sec. 1)
- National Power Corporation (NPC) previously vested with jurisdiction, control, and regulation of certain watershed areas, including the Angat Watershed Reservation. (Sec. 1)
- Angat Watershed Reservation is vital for irrigation, power generation, water supply, and flood control. (Sec. 1)
• Irrigates about 20 municipalities in Bulacan and Pampanga.
• Source of 75% of Metro Manila's water supply.
- DENR is in the best position to implement policies, plans, and programs for the protection, management, rehabilitation, and development of watersheds like the Angat Watershed Reservation. (Sec. 1)
- DENR shall have jurisdiction, control, management, and development of the Angat Watershed Reservation. (Sec. 1)
• DENR shall submit a comprehensive management and development plan within 90 days.
- NPC's development and improvement activities of existing water-based facilities within the Angat Watershed Reservation shall be in consultation and collaboration with DENR. (Sec. 2)
- Commercial utilization of timber within the Reservation shall not be allowed, except for research and silvicultural practices, subject to DENR Secretary's approval. (Sec. 3)
- DENR and NPC shall undertake necessary arrangements for the orderly turnover of responsibilities over the reservation. (Sec. 4)
- An initial allocation of One Million Pesos (P1,000,000.00) is set aside for this undertaking, in addition to contributions from DENR and NPC. (Sec. 5)
- Inconsistent existing orders, policies, rules, and regulations are repealed, amended, or modified accordingly. (Sec. 6)
- The Order takes effect immediately. (Sec. 7)
