Summary of Republic Act No. 11695 (Revised Tarlac State University Charter):General Mandate (Section 2):
- Tarlac State University (TSU) shall provide advanced instruction, professional training, research, and extension services in various fields.
Curricular Offerings (Section 3):
- TSU shall offer undergraduate, graduate, and post-graduate courses in fields like science, technology, medicine, law, business, arts, education, sports, public administration, and other relevant areas.
- TSU shall maintain a reasonably-sized laboratory school for early childhood, primary, junior and senior high school, and special education.
Board of Regents (Section 4):
- The governing board of TSU shall be the Board of Regents, chaired by the Chairperson of the Commission on Higher Education (CHED) and co-chaired by the TSU President.
- The Board shall consist of representatives from the Senate, House of Representatives, National Economic and Development Authority, Department of Science and Technology, TSU faculty, students, alumni, non-teaching personnel, and two prominent citizens from the private sector.
Powers and Duties of the Board (Section 5):
- Promulgate and implement policies in accordance with state policies on education, agriculture, science, and technology.
- Approve curricula, instructional programs, and rules on student discipline.
- Appoint and fix salaries of TSU officials, faculty, and employees.
- Fix tuition fees and other charges, and adopt a socialized scheme for greater access of poor but deserving students.
- Establish professorial chairs, fellowships, and scholarships.
- Receive and appropriate funds for TSU support.
- Set policies on admission and graduation of students.
- Award honorary degrees and certificates of completion.
- Establish research and extension centers.
- Develop academic arrangements with other institutions.
- Adopt innovative modes of knowledge transmission.
- Collaborate with other state universities and colleges in restructuring TSU.
- Absorb non-chartered tertiary institutions as branches or extension centers.
- Authorize external management audits and institute reforms.
- Develop consortia and linkages with local government units and other institutions.
- Import economic, technical, and cultural books and publications.
- Enter into joint ventures with business and industry.
- Receive legacies, gifts, and donations.
- Extend the term of the TSU President beyond retirement age (up to 70 years old) based on outstanding performance.
- Delegate powers and duties to TSU officials.
- Establish policy guidelines and procedures for participative decision-making.
- Privatize the management of non-academic services.
- Authorize construction, repair, purchase, and acquisition of facilities and real property.
- Promulgate necessary rules and regulations.
University President (Section 7):
- TSU shall be headed by a President appointed by the Board based on qualifications and standards.
- The President shall serve a term of four (4) years and may be reappointed.
- The President shall be assisted by Vice Presidents for Academic Affairs, Administration, and Research, Development, and Extension.
Administrative and Academic Councils (Sections 10 and 11):
- There shall be an Administrative Council to review and recommend policies on administration, management, and development planning.
- There shall be an Academic Council to formulate academic policies, review curricular offerings, and rules on student discipline.
Faculty (Section 12):
- No discrimination based on political belief, gender preference, cultural or community affiliation, ethnic origin, or religious opinion in the appointment of faculty members.
Academic Freedom and Institutional Autonomy (Section 13):
- TSU shall enjoy academic freedom and institutional autonomy pursuant to the Constitution.
Scholarship Programs and Admission (Section 14):
- TSU shall provide scholarships and affirmative action programs to assist poor but deserving students.
- No student shall be denied admission based on gender, religion, cultural or community affiliation, or ethnic origin.
Authority to Loan or Transfer Apparatus, Equipment, or Supplies and Detail of Personnel (Section 15):
- Heads of national government bureaus and offices may loan or transfer apparatus, equipment, supplies, or detail employees to TSU upon request.
Assets, Liabilities, and Personnel (Section 16):
- All assets, liabilities, personnel, and records of TSU shall remain under its name.
- Positions, rights, and security of tenure of faculty and personnel shall be respected.
- All parcels of land occupied by TSU and its campuses shall be titled under its name.
Duty and Tax Exemptions (Section 17):
- Importation of economic, technical, and cultural books or publications by TSU shall be exempt from customs duties upon CHED certification.
- Grants, bequests, endowments, donations, and contributions made to and used by TSU for educational purposes shall be exempt from donor's tax and considered as allowable deduction from gross income for tax purposes.
Filing of Report (Section 18):
- The Board shall file a detailed report on the progress, condition, and needs of TSU with the Office of the President and Congress through the CHED Chairperson on or before the fifteenth (15th) day of the second (2nd) month after the opening of regular classes each year.
Appropriations (Section 21):
- The amount necessary to carry out the provisions of this Act shall be included in the annual General Appropriations Act.
Implementing Rules and Regulations (Section 22):
- Within sixty (60) days from the approval of this Act, the Board shall, in consultation with CHED, issue the rules and regulations to fully implement the provisions of this Act.

REPUBLIC ACT NO. 11695
AN ACT STRENGTHENING THE TARLAC STATE UNIVERSITY, PROVIDING FOR THE COMPOSITION AND POWERS OF ITS GOVERNING BOARD, PRESCRIBING ITS CURRICULAR OFFERINGS, AND APPROPRIATING FUNDS THEREFOR
SECTION 1. Short Title. — This Act shall be known as the "Revised Tarlac State University Charter."
SECTION 2. General Mandate. — The Tarlac State University, hereinafter referred to as the TSU, shall primarily provide advance instruction and professional training in literature, philosophy, science and technology, and arts, and other relevant fields of study. It shall also undertake research and extension services and provide progressive leadership in its areas of specialization.
SECTION 3.
