REVISING EXECUTIVE ORDER NO. 58, S. 1987, BY RATIONALIZING THE FEES AND CHARGES ON FIREARMS, AMMUNITION, SPARE PARTS, ACCESSORIES, COMPONENTS, EXPLOSIVES, EXPLOSIVE INGREDIENTS, PYROTECHNICS AND FIRECRACKERS
WHEREAS, the current rates of fees and charges being collected by the Firearms and Explosives Office of the Philippine National Police on firearms, ammunition, spare parts, accessories, components, explosives, explosive ingredients, pyrotechnics, and firecrackers are not sufficient to cover administrative costs and other expenses incurred for the services rendered in connection therewith;
WHEREAS, the revision of the rates of existing fees and other charges firearms, ammunition, spare parts, accessories, components, explosives, explosive ingredients, pyrotechnics, and firecrackers and the imposition of new ones will provide the necessary financial support to meet the increasing administrative and service costs of regulation by the Firearms and Explosives Office of the Philippine National Police.
NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, do hereby order:

A. Firearms, Ammunition, Spare Parts, Accessories and Components:
• Annual Firearm License Fees are specified for different types of firearms ranging from P100 for air pistol/rifle to P500 for high-powered rifle/submachine gun. (Section 1.A.1)
• Government employees with basic monthly salary not exceeding P5,000 and retirees with monthly pension not exceeding P5,000 shall pay a firearm license fee of P150 only, regardless of caliber. (Section 1.A.1.i)
• Registration fees of P3,000 for reloading machine and P800 for bullet proof vest and vestments are one-time fees. (Section 1.A.2)
• Permit fees to import firearms, ammunition, spare parts, accessories, and components for commercial purposes are specified per item. (Section 1.A.3)
• Storage fee is P100 per square meter per month. (Section 1.A.4)
• Permit fees to transport firearms/ammunition are specified for different purposes like gun club, hunting, security agencies, repair or change of residence. (Section 1.A.5)
• Records authentication fee is P20 per copy. (Section 1.A.6)
• Permit fee to carry firearm outside of residence is P2,000. (Section 1.A.7)
• Permit fees to hold competitions are P1,000 for invitational and P2,000 for national events. (Section 1.A.8)
• Permit fee for authority to display firearms is P1,000 per branch annually. (Section 1.A.9)
• Administrative fines for loss of firearms covered by Special Permit (SP) or Certificate of Registration (CR) are specified based on caliber, ranging from P500 for rifle cal. 22 to P1,000 for high-powered rifle/sub-machine gun. (Section 1.A.10)
• Firearm bond amounts equivalent to administrative fines shall be deposited as cash bond for firearms covered by Regular License (RL). (Section 1.A.11)
• Seminar fee for gun safety and responsibility. (Section 1.A.12)
B. Explosives and Explosive Ingredients:
• Permit fees to unload explosives/explosive ingredients are specified per unit based on form (solid, liquid, detonating cords, blasting caps, etc.). (Section 1.B.1)
• Permit fee to import explosives/explosive ingredients is P300 per application. (Section 1.B.2)
• Permit fee to purchase explosives/explosive ingredients is P300 per application. (Section 1.B.3)
• Permit fee to transport pyrotechnic/firecrackers is P300 per application. (Section 1.B.4)
C. Licenses for Firearms, Ammunition, Explosives, Pyrotechnics and Firecrackers:
• Dealer's License for firearms, ammunition, spare parts, accessories and components is P2,500 annually. (Section 2.A.1)
• Manufacturer's License for firearms, ammunition, spare parts, accessories and components is P10,000 annually. (Section 2.A.2)
• Indentor's License for firearms, ammunition, spare parts, accessories and components is P2,000 annually. (Section 2.A.3)
• License to repair firearms is P2,000 annually. (Section 2.A.4)
• Repairman's License is P500 annually. (Section 2.A.5)
• Recognition of gun club has a one-time accreditation fee and P100 annual fee per member. (Section 2.A.6)
• Air Gun Dealer's License is P1,500 annually. (Section 2.A.7)
• Air Gun Manufacturer's License is P3,000 annually. (Section 2.A.8)
• License to deal in spare parts, accessories and components is P1,500 annually. (Section 2.A.9)
• Accreditation of firing range has initial and renewal fees for commercial and private ranges. (Section 2.A.10)
• Dealer's License for explosives and explosive ingredients is P2,500 annually. (Section 2.B.1)
• Manufacturer's License for explosives and explosive ingredients is P10,000 annually. (Section 2.B.2)
• Purchaser's License for explosives and explosive ingredients is P1,000 annually. (Section 2.B.3)
• Foreman's/Blaster's License for explosives and explosive ingredients is P500 annually. (Section 2.B.4)
• Manufacturer's License for pyrotechnics and firecrackers is P2,500 annually. (Section 2.C.1)
• Dealer's License for pyrotechnics and firecrackers is P500 annually. (Section 2.C.2)
D. Other Provisions:
• The Firearms and Explosives Office shall retain 20% of total collections to fund direct operational expenses. (Section 3)
• PNP, AFP, NBI and other law enforcement agencies are exempted from paying firearm license fees. Other government agencies considered revenue-earning shall pay fees. (Section 4)
• Private Security Agencies and Company Guard Forces can pay cash bond for existing firearms in staggered basis over 5 years, and for new firearms in 4 installments over 1 year. (Section 5)
• The Office of the President may issue exemptions from payment of permit to carry firearm outside residence (PTCFOR) fee. (Section 6)
• No firearm application shall be approved without certificate of attendance in gun safety and responsibility seminar. (Section 7)
• The PNP Chief shall promulgate rules for implementation, subject to approval of the Office of the President. (Section 8)
• The Executive Order takes effect on January 1, 1996 after publication in at least two newspapers of general circulation. Rates are subject to periodic review. (Section 9)
• Inconsistent orders, issuances, rules and regulations are repealed or modified accordingly. (Section 10)
