REVISING THE CHAPTER OF THE PHILIPPINE TOURISM AUTHORITY CREATED UNDER PRESIDENTIAL DECREE NO. 189, DATED MAY 11, 1973
WHEREAS, it is the avowed aim of the government to promote Philippine tourism and work for its accelerated and balanced growth as well as for the economy and expediency in the development of the tourism plant of the country;
WHEREAS, in pursuit of this aim the Department of Tourism was created under the Presidential Decree No. 189 as the primary policy, planning, programming, coordinating and administrative entity of the government in the development of the tourism industry, with the Philippine Tourism Authority attached to it to plan and implement specific tourism developments projects; and
WHEREAS, there is urgent need to restructure and strengthen the Philippine Tourism Authority to place it in a better position to effectively unify and integrate related activities and services of both government and private entities pertaining to tourism development projects.

SUMMARY OF PRESIDENTIAL DECREE NO. 564
Declaration of Policy and Creation of the Philippine Tourism Authority (Sections 1-3)
- Declares the policy to promote Philippine tourism as an instrument for development, strengthening foreign exchange reserves, and protecting Philippine culture and natural beauty.
- Creates the Philippine Tourism Authority (the Authority) as a corporate body attached to the Department of Tourism, with its principal office in Metro Manila.
Purposes, Functions and Powers (Sections 4-5)
- The Authority's general purposes include:
• Implementing arm of the Department of Tourism for tourism projects (Section 4a)
• Developing integrated resort complexes in "tourist zones" (Section 4b)
• Assisting private enterprises in undertaking tourism projects (Section 4c)
• Operating and maintaining essential tourist facilities (Section 4d)
• Assuring land availability for private investors in tourist facilities (Section 4e)
• Coordinating all tourism-related plans and operations (Section 4g)
- The Authority's specific functions and powers include:
• Planning and development of tourism projects, including identifying and proclaiming tourist zones (Section 5A)
• Acquiring and disposing of lands for tourist zone purposes, including eminent domain power (Section 5B)
• Developing infrastructure for tourist purposes, both within and outside tourist zones (Section 5C)
• Administering and controlling tourist zones, including zoning regulations, ecological preservation, and preservation of tourist attractions (Section 5D)
• Promoting tourism projects and investments, including constructing and leasing facilities, organizing subsidiary corporations, and providing assistance to registered enterprises (Section 5E)
• Granting loans, guaranteeing obligations, providing equity investments, and facilitating services to registered enterprises (Section 5F)
• Engaging consultants, owning property, making rules and regulations, and other general powers (Section 5G)
Capitalization and Financing (Sections 6-13)
- The Authority has an authorized capital of ₱500 million, fully subscribed by the government (Section 6)
- Operating expenses funded by taxes, fees, charges, rentals, and capital drawings (Section 7)
- Procedures for incurring indebtedness, with limits of ₱200 million for domestic debt and $200 million for foreign debt (Sections 8-9)
- Instruments of indebtedness made securities, exempt from taxes, and may be guaranteed by the government (Sections 10-12)
