    - According to the findings of the Director of Mines and the Director of Forestry, concurred in by the Secretary of Agriculture and Commerce, the land embraced in the said mining claims now included within the Communal Pasture appears to be mineralized. (Based on the second 'Whereas' clause)
    - Under Section 14 of Commonwealth Act No. 137 (Mining Act), lands within reservations for purposes other than mining which, after such reservation is made, are found to be more valuable for their mineral contents than for the purpose for which the reservation was made, may be withdrawn from such reservations by the President of the Philippines only with the concurrence of the National Assembly.
