REVOKING FORESTRY ADMINISTRATIVE ORDER NO. 5-23, SERIES OF 1933, ESTABLISHING A PARCEL OF LAND AS COMMUNAL PASTURE FOR THE MUNICIPALITY OF STA. CRUZ, PROVINCE OF ZAMBALES, AND OPENING TO DISPOSITION UNDER THE PROVISIONS OF COMMONWEALTH ACT NUMBERED ONE HUNDRED AND THIRTY-SEVEN THE SAID PARCEL OF LAND, SITUATED IN THE BARRIO OF GUISGUIS, MUNICIPALITY OF STA. CRUZ, PROVINCE OF ZAMBALES, ISLAND OF LUZON.
Whereas a petition has been filed for the release of certain mining claims located in the barrio of Guisguis, municipality of Sta. Cruz, Province of Zambales, from the Communal Pasture established under Forestry Administrative Order No. 5-23, dated November 20, 1933;
Whereas, according to the findings of the Director of Mines and the Director of Forestry, concurred in by the Secretary of Agriculture and Commerce, the land embraced in the said mining claims now included within the Communal Pasture appears to be mineralized; and
Whereas, under the provisions of Section fourteen of Commonwealth Act Numbered One hundred and thirty-seven, otherwise...

Proclamation No. 508
Revocation of Forestry Administrative Order No. 5-23 and Opening of Land for Mining Disposition
- Revokes Forestry Administrative Order No. 5-23, dated November 20, 1933, which established a communal pasture in Barrio Guisguis, Municipality of Sta. Cruz, Province of Zambales. (Based on the preamble)
- Opens the said parcel of land in Barrio Guisguis, Municipality of Sta. Cruz, Province of Zambales, Island of Luzon, as shown and described on Bureau of Forestry Map No. Cn. P.-23, to disposition under the provisions of Commonwealth Act No. 137 (Mining Act). (Based on the operative clause)
- The revocation and opening of the land for mining disposition is based on the following findings:
- A petition was filed for the release of certain mining claims located in Barrio Guisguis from the Communal Pasture. (Based on the first 'Whereas' clause)
- According to the findings of the Director of Mines and the Director of Forestry, concurred in by the Secretary of Agriculture and Commerce, the land embraced in the said mining claims now included within the Communal Pasture appears to be mineralized. (Based on the second 'Whereas' clause)
- Under Section 14 of Commonwealth Act No. 137 (Mining Act), lands within reservations for purposes other than mining which, after such reservation is made, are found to be more valuable for their mineral contents than for the purpose for which the reservation was made, may be withdrawn from such reservations by the President of the Philippines only with the concurrence of the National Assembly. (Based on the third 'Whereas' clause)
- The proclamation shall not take effect until it is concurred in by a resolution of the National Assembly duly adopted for the purpose. (Based on the last paragraph)
