MALACAÑANG PALACEManila BY THE PRESIDENT OF THE PHILIPPINES Proclamation No. 322 SETTING ASIDE SEPTEMBER 30, 1938, AS A DAY FOR THE INAUGURATION OF THE CITY OF BACOLOD, AND DECLARING IT A SPECIAL PUBLIC HOLIDAY FOR THE PROVINCE OF NEGROS OCCIDENTAL. By virtue of the powers conferred upon me by law, I,Manuel L. Quezon, President of the Philippines, do hereby set aside September thirtieth, nineteen hundred and thirty-eight, for the inauguration of the City of Bacolod, created by Commonwealth Act Numbered Three hundred and twenty-six, as amended by Commonwealth Act Numbered Four hundred and four. In order to provide full opportunity for the people of Negros Occidental to participate in the celebration of the inauguration of the said city, so that the day may be fittingly observed, September thirtieth, nineteen hundred and thirty-eight, is hereby declared a special public holiday for the Province of Negros Occidental.
