PRESIDENTIAL DECREE No. 629 January 4, 1975

SETTING JANUARY 7 TO 21, 1975 AS THE PERIOD FOR REGISTRATION OF BARANGAY MEMBERS FOR PURPOSES OF THE JANUARY 30, 1975, REFERENDUM PRESCRIBING THE METHOD FOR SUCH REGISTRATION, AND APPROPRIATING FUNDS THEREFOR

WHEREAS, a National Referendum will be held on January 30, 1975, as provided under Presidential Proclamation No. 1366 dated December 31, 1974;

WHEREAS, in said referendum it is the duty and obligation of all citizens fifteen years of age or over, literate or illiterate to register and cast their votes; and

WHEREAS, those who have since become qualified after the last National Referendum on July 27-28, 1973, should be registered as barangay members to enable them to cast their votes in the National Referendum of January 30, 1975;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution, do hereby order and decree the following as part of the law of the land:

Summary:
- Declares January 7 to 21, 1975 as the period for registration of barangay members for the January 30, 1975 National Referendum. (Section 1)
- The registration process shall follow Presidential Decree No. 210, including provisions on prohibited acts, penalties, prosecution, and court jurisdiction. (Section 2)
- The list of barangay members from the July 27-28, 1973 referendum shall be used, with additions, corrections, or cancellations as necessary. (Section 3)
- The Commission on Elections shall promulgate rules and regulations, prescribe forms, and set regulatory periods for required acts. (Section 4)
- The Commission is authorized to update lists, promulgate rules on registration disputes and other barangay matters. (Section 4)
- The Commission may procure supplies, materials, equipment, or services through negotiation or sealed quotation if public bidding is impracticable. (Section 4)
- The Commission may hire personnel on a contractual basis if found more expedient and economical. (Section 4)
- The Commission may require officials, employees, and assigned personnel to work overtime, including on weekends and holidays, and pay compensation at a rate fixed by the Commission. (Section 4)
- An amount of Two Million Six Hundred Thousand Pesos (P2,600,000.00) is appropriated from the National Treasury to implement the provisions of this Decree. (Section 5)
- The Decree shall take effect immediately. (Section 6)
