STREAMLINING THE ORGANIZATIONAL AND FUNCTIONAL OPERATIONS OF THE AGENCIES ATTACHED TO THE OFFICE OF THE PRESS SECRETARY
WHEREAS, two important cabinet workshops have been held to assess Government performance as well as the organizational strengths and weaknesses of each department in relation to present challenges and opportunities;
WHEREAS, a consensus was reached during these workshops that the accomplishments and performance of the President and the Government are not being proactively and adequately communicated to the people, thereby creating a gap between public perception and reality in the field;
WHEREAS, the task of informing and communicating is a responsibility of all departments, particularly in their respective jurisdictions, with the Office of the Press Secretary (OPS) acting as the lead agency in communicating the accomplishments, reports and activities of the Presidency and the Executive Branch;
WHEREAS, one of the actions as a result of the workshops is the promulgation of Memorandum Order No. 327 constituting Task Forces on Communicating National Reforms and Development;

Streamlining the Organizational and Functional Operations of the Agencies Attached to the Office of the Press Secretary
- Background and Rationale (Whereas clauses):
• Cabinet workshops assessed government performance and organizational strengths/weaknesses. (Section 1)
• There is a gap between public perception and reality regarding the government's accomplishments and performance. (Section 2)
• The Office of the Press Secretary (OPS) is tasked with communicating the accomplishments, reports, and activities of the Presidency and Executive Branch. (Section 3)
• Memorandum Order No. 327 tasks the Press Secretary with providing administrative and technical support, as well as media coordination for Task Forces on Communicating National Reforms and Development. (Section 4)
• There is a need to streamline the organizational and functional operations of agencies attached to the OPS. (Section 5)
- Coverage (Section 1):
• The agencies covered by this Executive Order are: Bureau of Broadcast Services, News and Information Bureau (including Philippine News Agency), Bureau of Communication Services, National Printing Office, Philippine Information Agency, RPN-9, IBC-13, PTNI or PTV-4, Presidential Broadcast Staff (RTVM), and OPS Proper.
- Powers and Duties of the Press Secretary (Section 2):
• The Press Secretary shall exercise direct supervision and control over all OPS attached agencies in matters relating to informing and communicating to the public the achievements, reports, programs, and activities of the President and Government. (Section 2)
• The Press Secretary may recruit professionals to provide technical support and media coordination for the Task Forces and their media activities. (Section 2a)
• The Press Secretary may direct bureau directors, network general managers, and key personnel to report to the OPS Proper as often as necessary to discuss media policy guidelines in support of the Presidency, Executive Branch, and Government. (Section 2b)
• The Press Secretary may recommend the employment and development of personnel in each agency to mobilize government instrumentalities towards the attainment of the shared vision of "Philippine 2000!!!" (Section 2c)
• The Press Secretary may organizationally and functionally streamline the operations of the agencies, effect economies of scale, and implement cost-cutting measures for greater productivity and coordination. (Section 2d)
- Repealing Clause (Section 3):
• Executive Order No. 297, series of 1987, and other rules and regulations or parts thereof which are inconsistent with this Executive Order are hereby modified accordingly.
- Effectivity Clause (Section 4):
• This Executive Order shall take effect immediately.
