Summary of Republic Act No. 11910 (Summer Youth Camp Act)Declaration of Policy (Section 2):
- The State recognizes the vital role of the youth in nation-building.
- It shall promote and protect the physical, moral, spiritual, intellectual, and social well-being of the youth.
- It shall inculcate patriotism, nationalism, and encourage youth involvement in public and civic affairs.
Summer Youth Camp (Section 3):
- A summer youth camp shall be conducted in every barangay.
- The camp aims to:
- Inculcate a sense of social responsibility.
- Ingrain patriotism in the youth.
- Develop youth leadership and mental health wellness.
- Engage in livelihood and entrepreneurship activities.
- Promote active participation in sports and cultural awareness.
Role of the Sangguniang Kabataan (SK) (Section 4):
- The SK shall spearhead the planning, implementation, monitoring, and evaluation of the summer youth camps.
- Specific responsibilities of the SK include:
- Choose the venue for the summer youth camp. (Section 4a)
- Coordinate with concerned institutions and organizations. (Section 4b)
- Engage qualified trainers in consultation with local educational institutions. (Section 4c)
- Provide a comprehensive report within thirty (30) days after the camp. (Section 4d)
- Evaluate the program and submit proposals to the National Youth Commission (NYC). (Section 4e)
Courses (Section 5):
- The NYC, SK, local educational institutions, and Local Youth Development Office shall develop modules on the following courses:
- National situationer on issues and current events impacting the youth. (Section 5a)
- Leadership seminar on communication, teambuilding, conflict management, decision-making, and parliamentary procedures. (Section 5b)
- Workshop on creative writing, research, editing, illustration, and publication. (Section 5c)
- Public speaking on interpersonal communication, motivational speeches, persuasive speaking, and group discussions. (Section 5d)
- Sports and fitness, including strengthening and conditioning, physical education, competitive sports, indigenous games, sports coaching, and psychology. (Section 5e)
- Mental wellness related to mental issues, youth pregnancy, adolescent sex, reproductive health, and other challenges facing the youth. (Section 5f)
- Digital skills development, including training for virtual applications and responsible use of social media. (Section 5g)
- Industries of the future, including Artificial Intelligence (AI), Robotics, Blockchain, Metaverse, Electronic Commerce (E-Commerce), and their practical application. (Section 5h)
- Entrepreneurship and livelihood skills training applicable for both rural and urban settings. (Section 5i)
- Environmental awareness, including disaster awareness, preparedness and mitigation, environmental protection, conservation, and sustainability. (Section 5j)
- Human rights promotion, peace and security building, and crime prevention, including awareness of illicit drugs and substances. (Section 5k)
- Financial education, including basics of budgeting, savings, and investments. (Section 5l)
- Personal development, including building a successful career roadmap. (Section 5m)
- Cultural awareness to foster culture-based empowerment, leadership, and governance among the youth. (Section 5n)
Assistance of Concerned Government Agencies, Organizations, and Instrumentalities (Section 6):
- The NYC, DILG, DTI, DOH, DICT, PSC, NCCA, DOT, and other concerned agencies shall provide necessary assistance to the SK.
- The SK may also consult NGOs and CSOs accredited by the NYC.
Funding (Section 7):
- The budget for the summer youth camp shall be included in the annual appropriations of the SK of the respective local government units, in accordance with Section 20 (a) of Republic Act No. 10742 (Sangguniang Kabataan Reform Act of 2015).
Implementing Rules and Regulations (Section 8):
- The NYC, DILG, and SK representatives shall promulgate the rules and regulations to implement the provisions of this Act within sixty (60) days after its effectivity, in consultation with various youth organizations and youth-serving organizations.
Separability Clause (Section 9):
- If any part or provision of this Act is held invalid or unconstitutional, the other provisions not affected shall remain in full force and effect.
Repealing Clause (Section 10):
- All laws, executive orders, issuances, decrees, rules and regulations, inconsistent with or contrary to the provisions of this Act are deemed amended, modified or repealed accordingly.
Effectivity (Section 11):
- This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.

REPUBLIC ACT NO. 11910
AN ACT INSTITUTIONALIZING THE CONDUCT OF SUMMER YOUTH CAMP IN EVERY BARANGAY AND APPROPRIATING FUNDS THEREFOR
SECTION 1. Short Title. — This Act shall be known as the "Summer Youth Camp Act."
SECTION 2. Declaration of Policy. — Article II, Section 13 of the Constitution provides that the State recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual, and social well-being. It shall inculcate in the youth patriotism and nationalism, and encourage their involvement in public and civic affairs.
Pursuant to the aforementioned mandate, it is incumbent upon the State to inculcate in the youth the values of patriotism and service to others through programs that are designed to develop in them leadership skills, a sense of responsibility and stewardship of the environment, a dutiful awareness of their role in the building of safe communities, a love for sports and an appreciation of the importance of pursuing a healthy lifestyle.
