EXECUTIVE ORDER NO. 144 March 2, 1987
SUPPLEMENTAL LAW ON THE MAY 11, 1987 ELECTIONS FOR MEMBERS OF CONGRESS
I, CORAZON C. AQUINO, President of the Philippines, do hereby order:
Sec. 1. Special Registration of voters. For purposes of the elections for Members of Congress on May 11, 1987, the Commission on Elections, hereinafter referred to as the Commission, shall hold a special registration to voters on April 11 and 12, 1987, in accordance with Executive Order No. 50 dated October 20, 1986.
Sec. 2. Board of Canvassers. The Chairman and Members of the Commission on Elections sitting en banc shall be the National Board of Canvassers for the election of Senators. It shall canvass all certificates of canvass coming from and prepared by the district, provincial, and city of board of canvassers (of those cities which comprise one or more legislative districts).
Furthermore, there shall be a board of canvassers for each province, city, municipality and district of Metropolitan Manila, as follows:

Summary of Executive Order No. 144 on the May 11, 1987 Elections for Members of Congress
Special Voter Registration
- The Commission on Elections (COMELEC) shall hold a special voter registration on April 11 and 12, 1987, in accordance with Executive Order No. 50. (Sec. 1)
Board of Canvassers
- The COMELEC Chairman and Members sitting en banc shall be the National Board of Canvassers for the election of Senators. (Sec. 2)
- There shall be boards of canvassers for each province, city, municipality, and district of Metropolitan Manila, with the following composition and responsibilities:
• Provincial Board of Canvassers (Sec. 2a)
- Composed of the provincial election supervisor (chairman), provincial fiscal (vice-chairman), and provincial superintendent of schools (member).
- Canvasses certificates of canvass from municipalities and cities not comprising a legislative district.
- Proclaims winners for the House of Representatives in respective legislative districts.
- Prepares and transmits certificates of canvass for Senators to COMELEC.
• City Board of Canvassers for Cities Comprising One or More Legislative Districts (Sec. 2b)
- Composed of the city election registrar (chairman), city fiscal (vice-chairman), and city superintendent of schools (member).
- Canvasses election returns from polling places within the city.
- Proclaims winners for the House of Representatives in respective legislative districts.
- Prepares and transmits certificates of canvass for Senators to COMELEC.
• District Board of Canvassers (Sec. 2c)
- Composed of a COMELEC lawyer (chairman), ranking fiscal in the district (vice-chairman), and most senior district school supervisor (member).
- Canvasses election returns from polling places within the district.
- Proclaims winner for the House of Representatives in the legislative district.
- Prepares and transmits certificates of canvass for Senators to COMELEC.
• City/Municipal Board of Canvassers (Sec. 2d)
- Composed of the city/municipal election registrar (chairman), city fiscal/municipal treasurer (vice-chairman), and city superintendent/district supervisor or public school principal (member).
- Canvasses election returns from polling places within its jurisdiction.
- Does not proclaim winners for the House of Representatives or Senators.
- Prepares and transmits certificates of canvass to the provincial board of canvassers and COMELEC.
Applicability of Batas Pambansa Blg. 881
- The pertinent provisions of Batas Pambansa Blg. 881, which are not in conflict with this Executive Order, shall remain in full force and effect and are hereby adopted as parts hereof. (Sec. 3)
Repealing Clause
- All laws, orders, issuances, rules and regulations or parts thereof inconsistent with this Executive Order are hereby repealed or modified accordingly. (Sec. 4)
Effectivity
- This Executive Order shall take effect upon its approval. (Sec. 5)
