- Investigate the coal situation in the Philippine Islands. (Section 1)
- Enter into negotiations with the United States Army and the larger consumers of coal in the Islands. (Section 1)
- Form a combination to secure and retain the services of a fuel engineer. (Section 1)
- The salary of the fuel engineer shall be fixed and paid jointly by the Government of the Philippine Islands and the consumers of coal involved. (Section 1)
Reporting Requirement
- The committee shall report the result of its investigations on or before March 1, 1913. (Section 1)

EXECUTIVE ORDER No. 16
The Director of Navigation, the Collector of Internal Revenue and the Purchasing Agent are hereby appointed a committee, of which the official first named shall act regard to the coal situation in the Philippine Islands and to enter into negotiations with the United States Army and the larger consumers of coal in the Islands with a view to forming a combination which shall secure and retain the services of a fuel engineer, whose salary shall be fixed and paid jointly by the Government of the Philippine Islands and the consumers of coal involved. The committee shall report the result of its investigations on or before March first nineteen hundred and thirteen.
