AN ACT TO PROVIDE FOR AN INDETERMINATE SENTENCE AND PAROLE FOR ALL PERSONS CONVICTED OF CERTAIN CRIMES BY THE COURTS OF THE PHILIPPINE ISLANDS; TO CREATE A BOARD OF INDETERMINATE SENTENCE AND TO PROVIDE FUNDS THEREFOR; AND FOR OTHER PURPOSES.

Hereafter, in imposing a prison sentence for an offense punished by the Revised Penal Code, or its amendments, the court shall sentence the accused to an indeterminate sentence the maximum term of which shall be that which, in view of the attending circumstances, could be properly imposed under the rules of the said Code, and the minimum which shall be within the range of the penalty next lower to that...

AN ACT TO PROVIDE FOR AN INDETERMINATE SENTENCE AND PAROLE FOR ALL PERSONS CONVICTED OF CERTAIN CRIMES BY THE COURTS OF THE PHILIPPINE ISLANDS; TO CREATE A BOARD OF INDETERMINATE SENTENCE AND TO PROVIDE FUNDS THEREFOR; AND FOR OTHER PURPOSES.

Indeterminate Sentence and Parole
- Courts shall impose an indeterminate sentence with a maximum term based on the Revised Penal Code or other applicable law, and a minimum term within the range of the penalty next lower. (Section 1)
- This Act does not apply to certain offenses like death penalty, life imprisonment, treason, rebellion, sedition, espionage, piracy, habitual delinquents, escaped convicts, pardon violators, and those with maximum imprisonment of one year or less. (Section 2)

Board of Pardons and Parole
- A Board of Pardons and Parole is created, composed of the Secretary of Justice as Chairman and four members appointed by the President for a term of six years. (Section 3)
- The Board is authorized to adopt rules and regulations, and can call upon government agencies for assistance. (Section 4)
- Board members are entitled to receive fifty pesos for each meeting attended, up to three times a week, and reimbursement of travel expenses. (Section 4)

Duties of the Board
- The Board shall examine the records of eligible prisoners and determine the proper time for their release on parole, based on their conduct, training, and probability of living lawfully without violating society's welfare. (Section 5)
- The Board shall also review the records of prisoners sentenced before this Act and make recommendations for their parole after serving the minimum period. (Section 5)

Parole Conditions and Supervision
- Paroled prisoners shall report personally to designated officials for a period equivalent to the remaining maximum sentence or until final release. (Section 6)
- The Board may fix and change the limits of residence for paroled prisoners. (Section 6)
- If the paroled prisoner shows good conduct, the Board may issue a final certificate of release. (Section 6)
- The Board shall file copies of release orders with the court and Chief of Constabulary. (Section 7)

Parole Violation and Re-arrest
- If a paroled prisoner violates the conditions, the Board may order their re-arrest to serve the remaining maximum sentence, or grant a new parole. (Section 8)

Other Provisions
- This Act does not impair the powers of the Governor-General regarding pardons and clemency. (Section 9)
- Paroled prisoners are entitled to receive benefits under Section 1751 of the Revised Administrative Code. (Section 10)
