Principles and Purpose:
- Recognizes the State's role in promoting quality education and protecting the well-being of the youth through sports programs. (Section 2)

Establishment and Administration:
- The main campus will be established at the New Clark City Sports Complex in Capas, Tarlac, within one (1) year of the law's effectivity. (Section 5)
- The Bases Conversion and Development Authority (BCDA) will provide the land and construct the facilities. (Section 5)
- The NAS System will be headed by an Executive Director, elected by the Board of Trustees for a 5-year term. (Section 6)
- The Board of Trustees, chaired by the DepEd Secretary, will govern the NAS System. (Section 7)
- The Board has various powers and functions, including formulating policies, approving curricula, hiring personnel, and receiving donations. (Section 8)
- The Board can approve hiring foreign coaches, trainers, and consultants upon certification from the Philippine Sports Commission (PSC). (Section 9)

June 9, 2020 REPUBLIC ACT NO. 11470 AN ACT CREATING AND ESTABLISHING THE NATIONAL ACADEMY OF SPORTS AND PROVIDING FUNDS THEREFOR SECTION 1. Short Title. — This Act shall be known as "The National Academy of Sports." SECTION 2. Declaration of Principles. — The State recognizes its role to protect and promote the right of all citizens to quality education at all levels and to take appropriate steps to make such education accessible to all. The State also recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual, and social well-being. Towards this end, the State shall establish a national sports program which shall promote physical education and encourage sports programs, intramurals, league competitions, and amateur sports, including training for international competitions; foster self-discipline, teamwork, and excellence for the development of a healthy and alert citizenry; and develop athletes with a strong sense of patriotism and love of country.
