Summary of Republic Act No. 11470 (The National Academy of Sports)Principles and Purpose:
- Recognizes the State's role in promoting quality education and protecting the well-being of the youth through sports programs. (Section 2)
- Establishes a national sports program to develop world-class athletes with a strong sense of patriotism. (Section 2)
- Creates the National Academy of Sports (NAS) System to develop athletic skills and talents of students in world-class sports facilities. (Section 3)
- Offers full scholarships for secondary education to Filipino citizens with potential in sports, with a curriculum designed for student-athletes. (Section 4)
Establishment and Administration:
- The main campus will be established at the New Clark City Sports Complex in Capas, Tarlac, within one (1) year of the law's effectivity. (Section 5)
- The Bases Conversion and Development Authority (BCDA) will provide the land and construct the facilities. (Section 5)
- The NAS System will be headed by an Executive Director, elected by the Board of Trustees for a 5-year term. (Section 6)
- The Board of Trustees, chaired by the DepEd Secretary, will govern the NAS System. (Section 7)
- The Board has various powers and functions, including formulating policies, approving curricula, hiring personnel, and receiving donations. (Section 8)
- The Board can approve hiring foreign coaches, trainers, and consultants upon certification from the Philippine Sports Commission (PSC). (Section 9)
- An Executive Committee, headed by the Executive Director, will screen students, develop curricula, and implement policies. (Section 12)
- A Deputy Executive Director, Registrar, and Treasurer will assist in the administration. (Sections 13-15)
- The NAS System can employ professional and skilled personnel, subject to existing compensation rules. (Section 16)
Financial Provisions:
- The payment of national taxes and customs duties will be charged against the Tax Expenditure Fund. (Section 17)
- Donations and contributions to the NAS System will be tax-exempt and deductible from the donor's gross income. (Section 18)
- The DepEd Secretary will include the necessary budget for implementation in the annual General Appropriations Act. (Section 21)
- The BCDA will include the construction costs in its procurement plan and the General Appropriations Act. (Section 21)
Other Provisions:
- The Board can establish regional campuses and enter into agreements with existing high schools for sports. (Section 19)
- A Joint Congressional Oversight Committee will monitor and evaluate the implementation. (Section 20)
- Implementing rules and regulations will be promulgated within 30 days of the law's effectivity. (Section 22)

REPUBLIC ACT NO. 11470
AN ACT CREATING AND ESTABLISHING THE NATIONAL ACADEMY OF SPORTS AND PROVIDING FUNDS THEREFOR
SECTION 1. Short Title. — This Act shall be known as "The National Academy of Sports."
SECTION 2. Declaration of Principles. — The State recognizes its role to protect and promote the right of all citizens to quality education at all levels and to take appropriate steps to make such education accessible to all. The State also recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual, and social well-being. Towards this end, the State shall establish a national sports program which shall promote physical education and encourage sports programs, intramurals, league competitions, and amateur sports, including training for international competitions; foster self-discipline, teamwork, and excellence for the development of a healthy and alert citizenry; and develop athletes with a strong sense of patriotism and love of country.
