- Keeping Children Safe in Times of Disasters (Section 5j)
- Investment in Adolescents (Section 5k)
Coverage and Priority
- The PES Program shall primarily cover fathers, mothers, and parent-substitutes. (Section 3)
- Priority shall be given to parents and/or parent-substitutes with vulnerable children, such as children at risk, children in conflict with the law, children exposed to violence, solo parents, adolescent parents, and their parents/parent-substitutes. (Section 3)
Definitions
- Child: A person below 18 years of age or a person over 18 but unable to fully take care or protect oneself due to physical or psychosocial disability or condition. (Section 4a)
- Module: A component subject consisting of written material to be taught in a specified number of sessions. (Section 4b)
- PES Program: A program on the provision and expansion of knowledge and skills of parents and parent-substitutes on parenting to respond to parental duties and responsibilities. (Section 4c)
- Parent-Substitute: A person other than the biological parent who has custody over a child and is primarily responsible for his/her care, development, etc. (Section 4d)
- Surrogate Parent: Any adult family member or caregiver who acts as a substitute parent to a child not legally under his/her parental authority or care. (Section 4e)
Implementation Tools
- The PES Program shall be implemented by cities and municipalities through their respective social welfare and development offices and LGUs. (Section 7)
- Parent effectiveness sessions shall be conducted in every barangay at a schedule determined by the social welfare and LGU officers. (Section 7)
- Home visits, modular training packages, and social media may be used as tools for implementation. (Section 7)
- Distance PES Program may be used to raise awareness about responsible and effective parenting. (Section 7)
- Private organizations accredited by the DSWD may implement the PES Program in coordination with the concerned LGU. (Section 7)
Implementing Agencies and Responsibilities
- The DSWD shall be primarily responsible for promoting, strengthening, and enhancing the well-being of Filipino families. (Section 8)
- The DepEd, ECCD Council, SGCs, and DOH shall incorporate principles on social services, early education, learning and holistic development, health, and nutrition in the PES Program. (Section 8)
- The DOJ shall ensure that the PES Program is guided by the principles of non-discrimination, best interests of the child, and the right of the child to life. (Section 8)
- The DILG shall recognize outstanding LGUs in the implementation of the PES Program. (Section 8)
- The LGUs shall coordinate with relevant agencies, provide facilities, and incentives for active participation in the PES Program. (Section 8)
- Families and communities shall support the PES Program by participating in various projects for the overall development of their children. (Section 8)
Capacity-Building
- The DSWD, DepEd, DOH, DOJ, DILG, and LGUs shall assist cities and municipalities in developing the required competencies of facilitators. (Section 9)
- Facilitators shall include parents, educational psychologists, health professionals, social workers, teachers, accredited private organizations, and other paraprofessionals. (Section 9)
- Capacity-building shall focus on important skills for facilitators, such as the ability to connect with families, set goals, promote child development and rights, and prevent child abuse. (Section 9)
- LGUs shall designate personnel to be trained in monitoring, evaluation, data analysis, and action planning for effective implementation. (Section 9)
Development and Production of PES Manuals
- The DSWD, in coordination with other agencies, shall develop and produce the PES Module Manuals within 3 months from the effectivity of the Act. (Section 10)
- Existing modules from various programs shall be harmonized to enhance the PES Module Manuals. (Section 10)
Advocacy Campaigns and Information Dissemination
- The DSWD, in cooperation with relevant agencies, shall regularly conduct public awareness campaigns promoting the benefits and advantages of the PES Program. (Section 11)
Appropriations
- For the first year, funds shall be sourced from the current appropriations of the implementing agencies. (Section 12)
- Thereafter, funds shall be included in the annual General Appropriations Act. (Section 12)
- Costs for conducting parent effectiveness sessions and other expenses shall be charged against the appropriations of cities and municipalities or the Special Education Fund. (Section 12)
Implementing Rules and Regulations (IRR)
- The DSWD, in coordination with other agencies, shall issue the IRR within 60 days from the effectivity of the Act. (Section 13)
- The IRR shall take effect 30 days after its publication in a newspaper of general circulation. (Section 13)
Effectivity
- The Act shall take effect 15 days after its publication in the Official Gazette or in a newspaper of general circulation, notwithstanding the non-issuance of the IRR. (Section 16)

REPUBLIC ACT NO. 11908
AN ACT MANDATING THE ESTABLISHMENT AND IMPLEMENTATION OF THE PARENT EFFECTIVENESS SERVICE PROGRAM TO STRENGTHEN PARENTAL INVOLVEMENT IN THEIR CHILDREN'S DEVELOPMENT AND LEARNING AND APPROPRIATING FUNDS THEREFOR
SECTION 1. Short Title. — This Act shall be known as "The Parent Effectiveness Service Program Act."
SECTION 2. Declaration of Policy. — It is the declared policy of the State to recognize the sanctity of family life, protect and strengthen the family as a basic autonomous social institution and foundation of the nation, strengthen its solidarity, and actively promote its total development. The right of families or family associations to participate in the planning and implementation of policies and programs that affect them shall be promoted.
It is further the policy of the State to defend the right of children to assistance, including proper care and nutrition, and special protection from all forms of neglect, abuse, cruelty, exploitation, and other conditions prejudicial to their development.
