AN ACT TO SET THE PHILIPPINE STANDARD TIME (PST) IN ALL OFFICIAL SOURCES THROUGHOUT THE COUNTRY, TO PROVIDE FUNDS FOR THE INSTALLATION, OPERATION AND MAINTENANCE OF SYNCHRONIZED TIME DEVICES TO BE DISPLAYED IN KEY PUBLIC PLACES AND TO DECLARE THE FIRST WEEK OF EVERY YEAR AS NATIONAL TIME CONSCIOUSNESS WEEK
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
Section 1. Short Title. – This Act shall be known as "The Philippine Standard Time (PST) Act of 2013″.

Summary of Republic Act No. 10535 (The Philippine Standard Time Act of 2013)
Definitions and Coverage
- This Act shall be known as "The Philippine Standard Time (PST) Act of 2013". (Section 1)
- It covers the display, monitoring, maintenance, and dissemination of the Philippine Standard Time (PST) throughout the country. (Sections 2-3)
Display of PST
- All national and local government offices shall display the PST on their official time devices, including bundy clocks, in accordance with the official time provided by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) using its network time protocol. (Section 2)
- These offices shall coordinate with PAGASA at least once a month to synchronize their official timepieces and devices. (Section 2)
Monitoring, Maintenance, and Dissemination of PST
- PAGASA's Time Service Unit, in coordination with the Department of Science and Technology (DOST), shall monitor, maintain, and disseminate the PST throughout the country. (Section 3)
- PAGASA shall operate and maintain a timekeeping system for these functions and shall install and maintain synchronized time devices in their field stations and key public places. (Section 3)
Procurement of Equipment
- The procurement of equipment necessary for the automatic dissemination of time with global positioning system (GPS) shall follow the Government Procurement Reform Act (Republic Act No. 9184). (Section 4)
- The DOST shall oversee the procurement of said equipment. (Section 4)
Appropriations
- The amount necessary for implementing this Act shall be included in PAGASA's appropriation under the DOST in the General Appropriations Act. (Section 5)
- Thereafter, the amount necessary for upgrading and/or maintaining the timekeeping system shall be included in the annual budget of DOST and PAGASA. (Section 5)
Role of National Telecommunications Commission (NTC)
- The NTC shall require the participation of all government and private television and radio stations to ensure the synchronization of timekeeping devices even in remote parts of the country. (Section 6)
Violations and Penalties
- The NTC shall enforce obedience to this Act by writ of injunction or other processes. (Section 7)
- Private television and radio stations that fail to calibrate and synchronize their time devices with the PST during broadcast shall be penalized with a fine of not less than Thirty thousand pesos (P30,000.00) but not more than Fifty thousand pesos (P50,000.00), and in case of second offense, revocation and cancellation of their franchises to operate. (Section 7)
- The fines collected shall be deposited in the general fund of the National Treasury. (Section 7)
Information Campaign and National Time Consciousness Week
- All national and local government offices, including schools, shall conduct a continuing information campaign about the value of time and the need to respect others' time. (Section 8)
- The "National Time Consciousness Week" shall be institutionalized and celebrated every first week of the year. (Section 9)
Implementing Guidelines
- PAGASA, in coordination with DOST, NTC, DOTC, DILG, DND, DOH, DepED, and CHED, shall promulgate the necessary guidelines for the effective implementation of this Act within ninety (90) days from its effectivity. (Section 10)
Separability Clause, Repealing Clause, and Effectivity
- If any provision of this Act is declared invalid or unconstitutional, the remaining parts shall remain in full force and effect. (Section 11)
- All laws, decrees, executive orders, proclamations, rules and regulations, and issuances, or parts thereof, which are inconsistent with this Act are hereby repealed or amended accordingly. (Section 12)
- This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in two (2) newspapers of general circulation. (Section 13)
