EXECUTIVE ORDER No. 466
TRANSFERRING THE ADMINISTRATION OF THE ECONOMIC SUPPORT FUND FROM THE DEPARTMENT OF FINANCE TO THE OFFICE OF EXTERNAL AFFAIRS
WHEREAS, administration of the Economic Support Fund (ESF), one of the financial resources of the national government used to finance priority development projects and programs, was transferred to the Department of Finance (DOF) from the Office of the Presidential Adviser for Regional Development (OPARD) by virtue of Executive Order 250 s. 2003;
WHEREAS, the OPARD was abolished by virtue of EO 354, its functions, budget, assets and personnel was transferred to the Office of Constituency Affairs renamed Office of External Affairs (OEA) under EO 367;
WHEREAS, one of the functions inherited by the OEA from the OPARD was to advise the President on matters concerning the socio-economic development of the various regions and provide timely analyses and recommendations on critical and strategic policy and operational issues and concerns relative to regional development;

Executive Order No. 466
Transfer of Administration of Economic Support Fund (ESF) from Department of Finance to Office of External Affairs
- Background (Whereas clauses):
• ESF was previously administered by Office of Presidential Adviser for Regional Development (OPARD) [Section 1]
• OPARD was abolished and its functions transferred to Office of External Affairs (OEA) [Section 1]
• OEA advises the President on regional socio-economic development [Section 1]
• ESF funds can be used for regional development projects [Section 1]
• OEA is better positioned to identify regional development needs [Section 1]
• OEA has been effectively administering ESF since OPARD\'s abolition [Section 1]
- Provisions:
• Administration of ESF, including appropriations, funds, records, equipment, facilities, properties, assets and liabilities, is transferred from Department of Finance to OEA [Section 1]
• OEA shall issue guidelines for availment and utilization of ESF collections [Section 2]
• Inconsistent issuances are repealed, amended or modified accordingly [Section 3]
• Executive Order takes effect immediately [Section 4]
