EXECUTIVE ORDER NO. 515 December 26, 1978
TRANSFERRING THE APPROPRIATIONS FOR THE PAMBANSANG KATIPUNAN NG KABATAANG BARANGAY NG PILIPINAS FROM THE MLG TO THE OFFICE OF THE PRESIDENT
WHEREAS, Presidential Decree No. 1191 created the Pambansang Katipunan ng Kabataang Barangay ng Pilipinas, to be referred to as the KB Pambansang Katipunan, as a corporation directly under the Office of the President;
WHEREAS, there is a need to transfer the Calendar Year 1979 appropriation for the KB Pambansang Katipunan from the Ministry of Local Government and Community Development to the Office of the President;
WHEREAS, the President has continuing authority under Presidential Decree No. 1416 to, among other things, transfer appropriations from one ministry, bureau, office, agency or instrumentality to another;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, and pursuant to Presidential Decree No. 1416, do hereby order the following:
1. The Calendar Year 1979 appropriation in the amount of P9.9 million for the KB Pambansang Katipunan...

- Presidential Decree No. 1191 created the KB Pambansang Katipunan as a corporation directly under the Office of the President. (Whereas clause)
- The Calendar Year 1979 appropriation of P9.9 million for the KB Pambansang Katipunan is transferred from the Ministry of Local Government and Community Development to the Office of the President. (Section 1)
- The transfer is authorized under Presidential Decree No. 1416, which gives the President the power to transfer appropriations between government agencies. (Whereas clause)
- The transferred appropriation will be under KBI 2.1.16 of the Office of the President. (Section 1)
- The Order takes effect on January 1, 1979. (Section 2)
