EXECUTIVE ORDER NO. 14
TRANSFERRING THE CONTROL AND SUPERVISION OF THE PHILIPPINE CHARITY SWEEPSTAKES OFFICE FROM THE DEPARTMENT OF HEALTH (DOH) TO THE OFFICE OF THE PRESIDENT (OP)
WHEREAS, the Philippine Charity Sweepstakes Office (PCSO) is the principal government agency in charge of raising and providing funds for health programs, medical assistance and services, and charities of national character;
WHEREAS, the Philippine Charity Sweepstakes Office (PCSO) is originally under the control and supervision of the Office of the President (OP) by virtue of Republic Act 1169, creating PCSO;
WHEREAS, Executive Order No. 383 was issued on 08 November 2004 placing PCSO under the supervision and control of the Department of Social Welfare (DSWD).
WHEREAS, on 22 August 2005, Executive Order No. 455 was issued transferring the supervision and control of PCSO from DSWD to the Department of Health (DOH);

Transfer of Control and Supervision of PCSO
- The control and supervision of the Philippine Charity Sweepstakes Office (PCSO) is transferred from the Department of Health (DOH) to the Office of the President (OP). (Section 1)
- This order repeals or modifies any previous orders, issuances, rules, and regulations that are inconsistent with it. (Section 2)
Background and Rationale
- PCSO is the principal government agency responsible for raising and providing funds for health programs, medical assistance and services, and charities of national character. (Whereas clause 1)
- PCSO was originally under the control and supervision of the OP by virtue of Republic Act 1169, which created PCSO. (Whereas clause 2)
- Executive Order No. 383 (issued on November 8, 2004) placed PCSO under the supervision and control of the Department of Social Welfare and Development (DSWD). (Whereas clause 3)

Effectivity
