Summary of Executive Order No. 595Transfer of Cooperative Development Function
- The function of promoting, developing, and supervising cooperatives, previously under the Ministry of Local Government and Community Development (MLG), is transferred to the Ministry of Agriculture. (Section 1)
- The Bureau of Cooperatives Development, along with its appropriations, records, property, equipment, and necessary personnel, is transferred from MLG to the Ministry of Agriculture. (Section 2)
- The administration and management of the Cooperative Development Loan Fund and the Management Training and Assistance Program are also transferred to the Ministry of Agriculture. (Section 2)
Transfer of Regional Office Functions
- The functions of the Regional Offices of MLG related to cooperative development, including applicable appropriations, records, property, equipment, and necessary personnel, are transferred to the Ministry of Agriculture. (Section 3)
Implementation Details
- The Ministry of Agriculture shall promulgate the necessary implementing details to carry out the purposes of this Executive Order, with the concurrence of the Ministry of the Budget and, whenever necessary, the Presidential Commission on Reorganization. (Section 4)
Repealing Clause
- All laws, orders, proclamations, rules, regulations, or parts thereof that are inconsistent with any provisions of this Executive Order are hereby repealed or modified accordingly. (Section 5)
Effectivity
- This Executive Order shall take effect immediately. (Section 6)

EXECUTIVE ORDER NO. 595 May 22, 1980
TRANSFERRING THE FUNCTION OF COOPERATIVE DEVELOPMENT FROM THE MINISTRY OF LOCAL GOVERNMENT AND COMMUNITY DEVELOPMENT TO THE MINISTRY OF AGRICULTURE
WHEREAS, under Letter of Implementation No. 7, the Ministry of Local Government and Community Development (MLG ) was empowered to carry out the cooperative development program;
WHEREAS, under the present set-up of MLG , the MLG undertakes a threefold function, namely local government, community development and cooperative development;
WHEREAS, MLG field personnel attend to the three functions simultaneously such that personnel are over-burdened in the discharge thereof;
WHEREAS, there is a pressing need to accelerate the cooperative program to ameliorate the social and economic condition of the less fortunate segment of our society who must equally enjoy the privilege of self reliance, social growth and economic independence under the New Society;
WHEREAS, the MLG does not have sufficient personnel to handle the implementation of an accelerated cooperative development program;
WHEREAS, the major thrust of the cooperative development program is in the agricultural sector;
