- Section 2: CDC tasked to plan, manage, execute policies and projects for Sacobia as food basin and eco-tourism area within Clark Special Economic Zone (CSEZ); businesses in Sacobia to enjoy CSEZ incentives.
- Section 3: Existing programs, projects, contracts, agreements and commitments of SDA to continue in force.
- Section 4: SDA to transfer all assets (lands, buildings, infrastructure, equipment, facilities, furniture, records) to Bases Conversion and Development Authority (BCDA) for use and administration by CDC.
- Section 5: CDC to absorb permanent SDA employees; employees who opt out to receive separation benefits within 60 days.
- Section 6: 1996 funds allocated for SDA to be transferred to BCDA for use by CDC in implementing SDA programs and projects.
- Section 7: Subject to legal rights and ancestral domain claims, CDC may resettle Sacobia communities at BCDA's expense for development projects.
- Section 8: Quarterly report on implementation to be submitted by BCDA and CDC to the President.

TRANSFERRING THE SACOBIA DEVELOPMENT AUTHORITY AND THE JURISDICTION OVER SACOBIA TO THE CLARK DEVELOPMENT CORPORATION
WHEREAS, Republic Act No. 7227, otherwise known as the Bases Conversion and Development Act of 1992, created the Bases Conversion and Development Authority (B ) to accelerate the sound and balanced conversion of the Clark and Subic Military reservations and their extensions into alternative productive uses and promote the economic and social development of Central Luzon in particular and the country in general;
WHEREAS, Section 15 of Republic Act No. 7227, authorized the President of the Republic of the Philippines to create a Special Economic Zone covering the lands occupied by the Clark Military reservations and its contiguous extensions as embraced, covered and defined in the 1947 Military Bases Agreement between the Philippines and the United States of America, as amended;
