Transfer of Southern Philippines Development Administration (SPDA)
- The SPDA, created under Presidential Decree No. 690 to accelerate development in Mindanao, Palawan, and the Sulu archipelago, is transferred from the Office of the President to the Ministry of Human Settlements. (Section 1)

Reconstitution of SPDA Board of Directors
- The Board of Directors of the SPDA is reconstituted as follows:
    - The Minister of Human Settlements shall be the chairman of the Board. (Section 2a)
    - The President shall appoint four regular members of the Board. (Section 2b)
    - The two chairmen of the Lupong Tagapagpaganap Ng Pook of Regions IX and XII, and the two chairmen of the Regional Development Councils of Regions X and XI, shall be ex-officio members of the Board. (Section 2c)

Repealing Clause
- All decrees, orders, instructions, rules, or regulations inconsistent with this Order are hereby repealed, amended, or modified accordingly. (Section 3)

Effectivity
- This Order shall take effect immediately. (Section 4)

EXECUTIVE ORDER NO. 564 October 16, 1979 TRANSFERRING THE SOUTHERN PHILIPPINES DEVELOPMENT ADMINISTRATION (SPDA) FROM THE OFFICE OF THE PRESIDENT TO THE MINISTRY OF HUMAN SETTLEMENTS AND RECONSTITUTING THE COMPOSITION OF THE BOARD OF DIRECTORS WHEREAS, the Southern Philippines Development Administration was created under Presidential Decree No. 690 to accelerate the development of Mindanao, Palawan and the Sulu archipelago; and WHEREAS, there is a need to place the SPDA under the Ministry of Human Settlements for closer administrative supervision and to reconstitute the composition of the Board of Directors to make it a more effective agency for development in Southern Philippines; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby order and direct: Sec. 1.
