TRANSFERRING THE SUPERVISION AND CONTROL OF THE PHILIPPINE CHARITY SWEEPSTAKES FROM THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT TO THE DEPARTMENT OF HEALTH, AND FOR OTHER PURPOSES
WHEREAS, on 8 November 2004, the President issued Executive Order No. 383 placing the Philippine Charity Sweepstakes Office (“PCSO”) under the control and supervision of the Department of Social Welfare and Development (“DSWD”);
WHEREAS, pursuant to its charter, the PCSO is the principal government agency in charge of raising and providing funds for health programs, medical assistance and services and charities of national character;
WHEREAS, the Department of Health (“DOH”) is primarily responsible for the formulation, planning, implementation and coordination of policies and programs in the field of health, with the primary function of promoting, protecting, preserving or restoring the health of the people through the provision and delivery of health services and through the regulation and encouragement of providers of health goods and services;

Summary of Executive Order No. 455
Transfer of Supervision and Control of the Philippine Charity Sweepstakes Office (PCSO)
- The PCSO is transferred from the supervision and control of the Department of Social Welfare and Development (DSWD) to the Department of Health (DOH). (Section 1)
- This transfer is done to facilitate coordination of policies and programs between the PCSO and DOH, ensuring effective implementation of government health programs. (Whereas clause)
Repeal of Inconsistent Orders
- All orders, issuances, rules, and regulations inconsistent with this Executive Order are repealed or modified accordingly. (Section 2)
Effectivity
- This Executive Order takes effect immediately. (Section 3)
